Pathology of the current situation of private research institutions in Iran

Abstract
According to the establishment law of the Ministry of Science, Research and Technology, the task of planning, granting licenses, monitoring and evaluating research institutions (both private and public) is under the charge of this ministry. By the end of the spring of 1402,165 private research institutes recieved their licenses in five fields: humanities and social sciences, art and architecture, technical and engineering, basic sciences and agriculture.

However, emerging some challenges including the increasement of research costs and the inability to attract and maintain specialized human resources, many of these institutions bankcrputed. Yet, comparing the performance of these institutions to peer institutions, bring out some doubts for STI policymakers concerning to their effectiveness. In this article, employing qualitative methods, thematic analysis and relevant techniques, The most important obstacles to the establishment and development of these institutions have been identified, and corresponding solutions have been proposed to the policy-making and implementing bodies in this field. The result of thie research shows the imbalance and heterogeneous distribution of private research institutes in Iran, such that Tehran province hosts 70% of private research institutes in the country, there is not any private research institution in 14 provinces of the country. It worth mentioning, the duties and position of private research institutes do not define in the roadmap of research activities in Iran.
