الگوی حکمرانی مشارکتی توسعه انرژی تجدیدپذیر ایران: رویکرد نهادی

چکیده

گرچه خط‌مشی‌های ملی انرژی در دهۀ گذشته بر آزادسازی بازارها در ایران متمرکز بوده است، در حال حاضر، حکمرانی مشارکتی به عنوان مدل جدید خط مشی‌های توسعۀ انرژی­های تجدیدپذیر برگزیده شده و تعاملات جدیدی میان نقش­آفرینان دولتی و غیردولتی ایجاد کرده است. این پژوهش با  استفاده از روش کیفی موردکاوی و پس از 25 مصاحبۀ نیمه‌ساختاریافته با سیاست‌گذاران، مدیران سازمان­ها و شرکت‌ها، انجمن­ها و سرمایه­گذاران به ارائۀ مدل توسعۀ مشارکتی و با رویکرد نهادی در ایران  پرداخته است. الگوی مشارکت احصایی، فرایندی است که با انگیزه­های مشارکت آغاز می‌شود و چرخۀ مشارکت  را با تعامل مؤثر به حرکت درمی­آورد. این چرخه با حل تعارضات، اعتمادسازی و ایجاد تعهد میان نقش‌آفرینان  موجب  تقویت بیشتر فرایند مشارکت و دستیابی به نتایج مطلوب می­شود. در این مدل،  نقش دوگانه نهادهای شناختی، هنجاری و رسمی به‌عنوان عامل پیشرفت و به طور همزمان، عامل توقف در مسیر توسعه تشریح شده است. دولت، با وضع قوانین تشویقی و تضمینی، انگیزه سرمایه­گذاری در این بخش را ایجاد کرده است؛ اما برخی از موانع نهادی هنجاری و شناختی، مانند تضاد منافع، عدم تعهد دولتمردان و عدم اعتماد بخش خصوصی موجب کاهش سرعت توسعه شده است. راهکارهای پیشنهادی، استفاده از ابزارهای تعهد (کمپین‌ها، ائتلافات و انجمن­ها)، مشارکت ارگان­های دولتی در پرداخت هزینه­ و سود اجتماعی، واقعی‌سازی قیمت حامل‌های انرژی و استفاده از ترکیب خط‌مشی­گذاری‌ها در سمت تقاضا همانند سمت عرضه، شناسایی شدند.
