This phenomenon depending on national, regional and international conditions creates areas and different implications of countries such as profitable opportunities and costly restrictions. From methodological point of view we consider the globalized atmosphere as a structure, the range of restrictions provided by this structure for powerful agents in each level can be opportunity maker and for weak limited and costly. As far as developing countries are related, their choices are limited in dealing with this phenomenon. They will possess the opportunities and blessings in this field by increasing their capabilities and capacities simultaneously in order to face and adapt to new environment, so they can fulfill the national development program as a basic need and secure themselves against the damages of this process. It seems in this compressed time and space, governments and the ruling elites in these countries are the most important agents of development program and ought to assume modernization and reform management in the fundamental areas. These governments must be reformed in terms of basic physical infrastructure, institutions and policies (the policy making and governance approaches) to generate power and empowerment for the country in order to adapt to the new atmosphere requirements. All these triple reforms led to increase public spending and make crucial the need for appropriate policy making in the financial area. In this paper we discussed about the subject at hand with a view to modernization and institutional reforms in developing countries (with emphasis on Iran and not a case study) and have shown that the process of reform and economic liberalization in these countries lead to increase public spending which necessitate the need of reforms in the financial area and optimization of the tax system.}, keywords = {Political Economy,globalization,development,expansionist government,Modernization,financial reforms}, title_fa = {دولت، توسعه و اصلاحات مالی در فضای جهانی شده}, abstract_fa = {تراکم شدید زمان و فضا، حمل و نقل گسترده‌ی کالا و افراد در ترمینال‌ها، کم‌رنگ شدن مرزهای حاکمیت مطلق دولت‌های ملی در اثر نفوذ نهادهای فراملی، گسترش روزافزن تجارت و گردش سرمایه، ضمن تماس‌ها و برخوردهای چشمگیر فرهنگ‌ها و ایده‌های سابقا دوردست در اثر گسترش ارتباطات و پیشرفت تکنولوژی، که در دهه‌های اخیر به شدت اوج گرفته است نشانه‌های پدیده‌ایست که از آن به عنوان جهانی شدن یاد می‌کنیم. این پدیده بسته به شرایط ملی، منطقه‌ای و بین‌المللی زمینه‌ها و پیامدهای متفاوتی برای کشورها اعم از فرصت‌های سودآور و محدودیت‌های هزینه‌بر ایجاد می‌کند. در صورتی که به لحاظ روش‌شناختی فضای جهانی شده را یک ساختار در نظر بگیریم، دامنه‌ی محدودیت‌هایی که این ساختار ایجاد می‌کند، برای کارگزاران قدرتمند در هر سطح می‌تواند فرصت‌ساز و برای ضعیفان محدودیت و هزینه‌زا باشد. تا آنجا که به کشورهای درحال توسعه مربوط می‌شود آنها انتخاب‌هایی محدودی در مواجه با این پدیده دارند. آنان در صورتی از فرصت‌ها و مواهب این عرصه برخوردار خواهند بود که همزمان توانایی‌ها و ظرفیت‌های خود را به منظور مواجهه و سازگاری با محیط جدید افزایش دهند تا هم به یک برنامه‌ی توسعه‌ی ملی به عنوان نیازی اساسی جامه‌ی عمل بپوشانند و هم در برابر آسیب‌های این فرآیند خود را ایمن کنند. در این فضا و زمان متراکم به نظر می‌رسد دولت‌ها و سرآمدان حاکم مهم‌ترین کارگزاران برنامه‌ی توسعه در این کشورها می‌باشند و می‌بایست مدیریت نوسازی و اصلاحات در عرصه‌های اساسی را به عهده گیرند. این دولت‌ها باید اصلاحاتی مبنایی در زمینه‌‌‌ی زیرساختهای فیزیکی، نهادها، و سیاست‌ها (سیاست‌گذاری و رویکردهای حکمرانی) برای تولید قدرت و توانمندسازی کشور به منظور تطبیق با اقتضائات فضای جدید اعمال کنند. مجموع این اصلاحات سه‌گانه منجر به افزایش هزینه‌های عمومی شده و نیاز به سیاست‌گذاری مناسب در حوزه‌ی مالی را ضروری می‌سازد. در این مقاله با دیدگاهی نهادگرایانه به بحث نوسازی و اصلاحات در کشورهای در حال توسعه(با تاکید بر ایران و نه یک مطالعه موردی) پرداخته و نشان داده‌ایم که فرآیند اصلاحات و آزادسازی اقتصادی در این کشورها منجر به افزایش هزینه‌ی عمومی می‌شود که این امر، اصلاحات در حوزه‌ی مالی و بهینه‌سازی سیستم مالیاتی را ضروری می‌سازد}, keywords_fa = {اقتصاد سیاسی,جهانی شدن,توسعه,دولت توسعه‌خواه,نوسازی,اصلاحات مالی}, url = {https://sspp.iranjournals.ir/article_2502.html}, eprint = {https://sspp.iranjournals.ir/article_2502_60852b52d202ee0e568294482ff4118e.pdf} }
