چالش های سیاستگذاری جنایی – تقنینیِ عدالت ترمیمی ، در مواجهه با اصول قانون اساسی
چکیده سیاستگذاران حقوق کیفری ،در پی نارضایتی ها از نظام عدالت تنبیهی، ظهور و توسعه ی پارادایم عدالت ترمیمی را به عنوان بینشِ معاصر نظام عدالت سزادهی در ربع آخر سده بیستم میلادی وارد ادبیّاتِ پژوهشی و اجرایی نظام عدالت کیفری و شیوه های مرسوم آن در دنیا نمودند .در این راستا در نظام حقوقی ایران تحقّق سیاستگذاری عمومی ؛تقنینی -جنایی ،مستلزم توجه به مجموعه برنامه های راهبردی در اسناد بالادستی از جمله قانون اساسی جمهوری اسلامی ایران بعنوان عالی ترین منبع تجلّی ِظهور دیـدگاههای سیاسی و قضایی- می باشد. یافته های پژوهش نشان می دهد که طرح پارادایم عدالت ترمیمی در سیاست جنایی کشور با چالش های متعدّدی روبرو می باشد.تحقیق حاضر با استفاده از روش کتابخانهای یا اسنادی در پی شناخت چالش ها و محدودیّت های موجود در مسیر رسمی سازی عدالت ترمیمی در رویکرد با اصول قانون اساسی و ارایه راهکارها می باشد ،که بدون شک می تواند به مطلوبیّت بیشتر سیاست جنایی تقنینی – ترمیمی در نظام حقوقی ایران بیانجامد .در واقع در قانون اساسی صرف نظر از توجهاتی که به جایگاه این نوع از عدالت داشته شده است ،اصولی وجود دارند که می توانند مسیر رسمی سازی اندیشه های حاکم بر عدالت ترمیمی را با چالش مواجه سازند .بدیهی است که سیاستگذاران عمومی کشور وکارگزاران نظام عدالت کیفری در راستای دستیابی به یک سیاست جنایی مطلوب ترمیمی ، بتوانند با شناخت و گذر از این نوع چالش ها ،جایگاه واقعی این اندیشه را در نظام حقوقی ایران پیدا نموده و ارتقا بخشند .

رویکردی گفتمانی به فرایند شکلگیری یک سیاست (مطالعه موردی تعرفهگذاری برق استخراج رمزارز)
درک پیچیدگیهای فرایند سیاستگذاری و بررسی چرایی و چگونگی شکلگیری تصمیمات، میتواند زمینه را برای تدوین سیاستهایی اثربخشتر، کاراتر و ماناتر فراهم سازد. کشف الگوی موضعی شکلگیری سیاستها در حوزه انرژی در یک مطالعه موردی خاص (تعرفه گذاری برق رمزارزها) با روش تحلیل گفتمان و روایت ذینفعان دخیل در فرایند در قالب چارچوب ائتلاف مدافع، توجیه و تفسیری است بر شیوه کنش-واکنش سیاستگذاران و تصمیمسازان این حوزه. در این راستا با نرمافزار تحلیل اکتشافی اطلس.تی از روش تحلیل دادهبنیاد و کدگذاریهای مبتنی بر رویکرد استقرایی استفاده میشود. نتایج از 11 مصاحبه میدانی نیمهساختارمند با ذینفعان مختلف، 58 سند اداری و 49 متن مصاحبه و خبر منتشر شده در رسانههای خبری رسمی به دست آمده است. در خردهسیستم تعرفهگذاری استخراج رمزارز، از میان سه گفتمان فرصتنگر، تهدیدنگر و مسالهنگر که حول هریک ائتلافهایی شکل گرفته، گفتمان مسألهنگر و تأکید بر تأمین منافع عامه مردم غالب است که حامیان این ائتلاف اغلب در بدنه دولت حضور دارند و سیاست نهایی مبتنی بر بدیل پیشنهادی این ائتلاف شکلگرفته است. با تحلیل شواهد در قالب سازوکارهای علّی چارچوب ائتلاف مدافع میتوان جرح و تعدیلات آتی این سیاست را پیشبینی نمود.

مسألهشناسی و ارزیابی خطمشی ستاد احیاء دریاچه ارومیه
مسأله خشک شدن دریاچه ارومیه یکی از مسائل مهم آبی و محیطزیستی در کشور است که مقابله با آن به چالشی ملی و بینالمللی تبدیل شده است. بدلیل وخیم شدن شرایط دریاچه، در سال 1392 ستادی با عنوان "ستاد احیاء دریاچه ارومیه" در بالاترین سطح حکمرانی کشور ایران تشکیل شد که اقدامات و خطمشیهای این سازمان مهمترین نقش را در وضعیت دریاچه بههمراه داشت. بدلیل اهمیت احیاء این دریاچه، ارزیابی خطمشیهای اتخاذ شده توسط این ستاد برای بهبود روند احیاء دریاچه در سالهای گذشته ضروری است. براین اساس، سیاستپژوهی در فعالیتهای ستاد احیاء دریاچه ارومیه و «شناسایی مسأله» از دیدگاه این ستاد نیز اهمیت دارد. هدف از این مقاله بررسی مسألهشناسی از دیدگاه ستاد احیاء دریاچه به عنوان اولین مرحله در ارزیابی خطمشیهای این سازمان است. این تحقیق با روش توصیفی-تحلیلی و با استفاده از مفهوم "مسأله" و اقدامات انجام گرفته توسط ستاد احیاء، دیدگاه این ستاد نسبت به مسأله خشکی دریاچه ارومیه را تحلیل و ارزیابی میکند. با بررسی دیدگاه این ستاد مشخص میشود شناخت این ستاد به مسأله خشکی دریاچه ارومیه عمدتاً فنی بوده و سایر مسائل مهم و مرتبط با مسأله دریاچه نظیر مسائل اجتماعی، سیاسی و سیاستی، جایگاه چندانی در شناخت این ستاد از مسأله خشک شدن دریاچه ارومیه ندارند. از آنجا که رویارویی صحیح با مسائل آبی نیازمند در نظر گرفتن برهمکنش همه مسائل مرتبط بریکدیگر است، ستاد احیاء ارومیه باید شناخت خود از مسأله را تکمیل و اصلاح نماید تا بتواند خطمشی و در نتیجه اقدامات مناسبتری برای رویارویی با مسأله ارومیه اتخاذ کند

راهبردنگاری جرائم بانکی در سیاستگذاریهای پولی و بانکی
زمینه و هدف: موضوع سیاستگذاری در قبال جرائم بانکی و راهبردهای پیشگیری و مقابله با آن جرائم بهویژه بزه پولشویی در ابعاد بینالمللی و داخلی کشورها از اهمیت خاصی برخوردار است تا جایی که گروه اقدام مالی و حتی بانک تسویه بینالمللی با عنایت به این استانداردها به رتبهبندی بانکها و سبکهای مترتب بر آن در کشورها مبادرت مینمایند. ازاینرو، هدف این مقاله تبیین سیاستگذاریهای پولی و بانکی و شناسایی راهبردهای ملی ناظر بر جرائم بانکی با تکیهبر اسناد بینالمللی است.روش تحقیق: تحقیق حاضر بر اساس روش توصیفی و تحلیلی و بر پایه اسناد و منابع کتابخانهای نگاشته شده است.یافتهها: در میان انواع راهبردهای ناظر بر جرائم بانکی، راهبرد سرکوبگرانه در سیاستگذاریهای پولی و بانکی بیش از همه رواج دارد، لیکن مطالعات جرمشناسانه نشان میدهد که سیاست جنایی واکنشی با محوریت کیفرانگاری برای از بین بردن ریشههای جرائم بانکی سودمند نبوده است.نتیجهگیری: راهبرد سرکوبگرانه با تفوق نظام کیفری و پاسخگویی دولتی به جرائم بانکی بدون تغییر مدل مرجع، در ایران راهبردی انطباقی بوده که با راهبرد انقطاعی سیاست جنایی فعال اسناد بینالمللی دایر بر تغییر و جهش از مدل غالب دولتی به جامعهی، سنخیتی ندارد.

بررسی پذیرش فناوریهای نوپدید؛ مطالعه موردی فناوری پمپ های حرارتی زمین گرمایی در شهر تهران
امروزه، پدیدار شدن فناوریهای نوین تحولات گسترده و عمیقی را در مسیر توسعه ایجاد کرده است. اما صرف معرفی و پدیداری این فناوریها به معنای کاربردپذیری آنها نیست؛ بلکه مجموعهای از عوامل در انتشار آنها در هر جامعه نقش دارند و یکی از مهمترین این عوامل، پذیرش فناوری توسط شهروندان است که عدم تحقق آن میتواند اشاعه و بهکارگیری فناوری را با شکست مواجه سازد. در سالهای اخیر، با توجه به مصرف انرژی قابل ملاحظه در ساختمان-ها برای سرمایش و گرمایش و ایجاد پیک برق روزانه در تابستان، بهکارگیری و کاربرد فناوریهای جدید کاراتر و با مصرف کمتر مورد توجه سیاستگذاران توسعه شهری قرار گرفته است. در این بین، در این مقاله، پذیرش پمپ حرارتی زمین گرمایی به عنوان یک مطالعه موردی از فناوریهای نوین سرمایشی و گرمایشی برای کاربرد در ساختمانهای نوساز مسکونی کوچک، متوسط و بزرگ در شهر تهران مورد بررسی قرار گرفته است. رویکرد این پژوهش، رویکرد ترکیبی (آمیخته) تبیینی است که در آن از ابزارهای کیفی برای جبران کمبودهای ابزارهای کمی مورد استفاده قرار میگیرد. در این پژوهش، برای گردآوری دادهها، از ابزارهای پرسشنامه، مصاحبۀ عمیق نیمهساختاریافته و گروه کانونی استفاده شده است. یافتههای پژوهش نشان میدهد هزینۀ اولیه، استقلال بهره برداری و کیفیت هوای خروجی، مهمترین عوامل تأثیرگذار بر پذیرش سیستمهای سرمایشی و گرمایشی است. بر این اساس، در شرایط کنونی، احتمال پذیرش فناوری پمپ حرارتی زمین گرمایی برای کاربرد در ساختمانهای کوچک و متوسط ضعیف است. اما در صورت سیاستگذاری مناسب و کمک دولت، امکان پذیرش این فناوری برای ساختمانهای بزرگ زیاد است.

بازخوانی نقش استثناگرایی آمریکایی در شکست سیاست ازسرگیری مناسبات میان آمریکا و روسیه
به با قدرت رسیدن باراک اوباما در سال 2008، واشنگتن اشتیاق تازه ای را برای ترمیم مناسبات آسیب دیده میان ایالات متحده و روسیه نشان داد. در سال های نخستین در پیش گرفتن سیاست از سرگیری یا شروع مجدد مناسبات روسیه و ایالات متحده به نظر می رسید که روابط میان دو کشور در مسیر درستی قرار گرفته است اما برخلاف خوش بینی ها، تا پیش از خاتمه دولت اول اوباما، یکبار دیگر مناسبات میان آنها رو به وخامت گذاشت. دلایل گوناگونی برای شکست سیاست ازسرگیری ذکر شده اما بدون افتادن در دام توضیح تک علتی، تحقیق حاضر در نظر دارد نشان دهد که چگونه عقاید استثناگرایی پنهان شده در آموزه های امنیت ملی ایالات متحده در دوره ریاست جمهوری باراک اوباما بر مناسبات با روسیه و به ویژه شکست سیاست ازسرگیری مناسبات تاثیر گذاشته است. این پژوهش با گردآوری و روایت اسنادی که حکایت از فشار سیاسی- فرهنگی بر دولت اوباما دارد، نشان می دهد که استثناگرایی چونان نیرویی در فرهنگ استراتژیک آمریکایی در مانع آفرینی برای پیشبرد ازسرگیری مناسبات با روسیه نقش موثری داشته است.

شناسایی و اولویتبندی راهبردهای بازاریابی بینالملل نفت خام ایران در شرایط تحریم
استفاده از ابزار تحریمهای نفتی یکی از راهبردهای غرب علیه جمهوری اسلامی ایران بهمنظور تغییر رفتار ایران بوده که طی چند سال اخیر شدت بیشتری یافته است. با توجه به اهمیت معاملات و مبادلات نفتی برای ایران چه از منظر درآمدهای نفتی و چه از منظر ابزار قدرت تعاملی، شناسایی راهبردهای مناسب جهت بازاریابی بین المللی نفت خام ایران در شرایط تحریم امری ضروری است. پژوهش حاضر کوشیده است ضمن شناسایی این راهبردها از طریق مطالعات کتابخانهای،بررسی اسناد و مدارک و مصاحبه با صاحبنظران این حوزه به رتبهبندی آنها با توجه به شاخصهای طراحیشده با استفاده از روش تاپسیس که یکی از روشهای تحقیق در عملیات نرم است، بپردازد. نتایج پژوهش نشان میدهد دغدغه اصلی در بحث تحریمهای نفتی مسئله جابهجایی پول حاصل از فروش نفت است و از بین راهبردهای شناساییشده استفاده از ظرفیت پیمانهای پولی دو یا چندجانبه با مشتریان نفتی،ساخت پالایشگاههای کوچک در داخل کشور، استفاده از ظرفیت اتاق تاریک و همچنین بهرهگیری از شرکتهای تراستی رتبههای بهتری را از منظر راهبردهای احصا شده کسب نمودهاند .

کشورداری اقتصادی ایران درقبال افغانستان (روایتی صدساله 1398-1298ش.)
دولت ایران در سده اخیر به ابزارهای مختلف برای تغییر رفتار کشورهای هدف متوسل شده است. یکی ِ از این ابزارها «اقتصادی» است. توسل به ابزارهای اقتصادی ملی و فراملی برای تغییر رفتار دولت هدف »کشورداری اقتصادی» نامیده میشود. این نوع از کشورداری، ابزار مهم سیاست خارجی در پیشبرد »توسعه اقتصادی« است. مطالعه موردی برای فرضیه یادشده در نوشتار حاضر ایران و افغانستان هستند. مطالعه نقش سیاست خارجی بر توسعه به وسیله کشورداری اقتصادی روزنهای جدید پیرامون مطالعاتی«اهمیت ابزارهای سیاستگذاری عمومی و توسعه در ایران است. هدف پژوهش» تبیین تاریخی ـ عل ِ اقتصادی فراملی در توسعه جوامع است. پرسش مقاله بدین شرح است: کشورداری اقتصادی ایران در قبال افغانستان (1298-1398ش.) چه فرایندی را طی کرده است؟ بر اساس یافته های پژوهش سیاست خارجی ایران در دولت پهلوی اول از طریق ابزارهای سیاسی و دفاعی، ازجمله پیمان های مودت و در پهلوی دوم تحت تأثیر مدرنیزاسیون از ابزارهای اقتصادی همچون حمایت های مالی و موافقتنامه های تجاری درصدد تغییر رفتار خارجی دولت افغانستان بود، اما پس از سقوط پهلوی ابزارهای نظامی به علت ایدئولوژی های انقالب اسالمی 1357 و کودتای کمونیستی 1357 در افغانستان جایگزین ابزارهای اقتصادی شد، ازجمله حمایت های تسلیحاتی ایران از مجاهدین افغان علیه دولت کابل. پس از سقوط طالبان، ایران به تدریج به ابزارهای اقتصادی متوسل شد که یکی از نتایج آن تبدیل شدن ایران به بزرگترین شریک تجاری افغانستان طی چند سال گذشته است. مقایسه دوره های یادشده نشان میدهد که ابزارهای اقتصادی بیش از سایر ابزارها منافع و همگرایی دو کشور را محقق کرده است؛ بنابراین ابزارهای اقتصادی فراملی از ضرورت های گریزناپذیر در توسعه کشورهاست.

شناسایی و ارائه مدل خط مشی های سلامت نظام اداری و بررسی رابطه آن با اثر بخشی سازمانی (مطالعه موردی؛وزارت امور اقتصادی و دارایی)
از جمله اساسی ترین اقداماتی که حکومتها در جهت ارتقای سلامت نظام اداری خود انجام داده اند وضع خط مشی های مرتبط با سلامت نظام اداری می باشد.این تحقیق با هدف ارزیابی خط مشی های سلامت نظام اداری با توجه به اسناد بالا دستی و ارائه مدل اثربخش انجام شده است.این پژوهش از نظر روش، توصیفی-پیمایشی بوده و ترکیبی از مطالعات کتابخانهای و میدانی میباشد.طی مطالعات کتابخانه ای 111 عنوان خط مشی در 6 بعد (اداری-اجتماعی-اقتصادی-سیاسی-قضایی و مالی) شناسایی و جهت تایید آنها از نظرات 50 نفر از خبرگان نظرسنجی شد و تعداد109خط مشی در شش بعد فوق مورد تایید قرار گرفت.جامعه آماری این تحقیق شامل کارکنان ستاد و ادارات کل استانی وزارت امور اقتصادی و دارایی به تعداد 4062 نفر بوده که در این پژوهش تعداد 993 نمونه با استفاده از روش نمونه گیری طبقه ای انتخاب شد.برای سنجش وضعیت خط مشی های احصا شده پرسشنامه محقق ساخته با روایی 931/0 و پایایی 990/0 تدوین و همچنین برای سنجش اثربخشی سازمانی از پرسشنامه استاندارد پارسونز با روایی 871/0 و پایایی 987/0 استفاده شده است.تجزیه و تحلیل داده ها با استفاده از نرم افزار های SPSS ویراست 23،Mintab ویراست 17، و Amos ویراست 23 صورت گرفته است و از آماره های توصیفی مثل میانگین،انحراف معیار،آزمون t تک نمونه ای و همچین مدل سازی معادلات ساختاری استفاده شده است.نتایج تحقیق ضمن ارائه یک مدل از خط مشی های سلامت نظام اداری ،نشان داد که بین خط مشی های سلامت نظام اداری و اثربخشی سازمانی ارتباط معنی داری وجود دارد

سناریوهای آینده تأمین انرژی ایران
انرژی نقشی محوری در توسعه اقتصادی و ارتقاء کیفییت زندگی ایفا میکند. با تلاش کشورها در کاهش گازهای آلاینده، متنوعسازی روشهای تأمین، توسعه خصوصیسازی از یک سو و از سوی دیگر افزایش جمعیت، توسعه شهرنشینی و در نتیجه رشد تقاضا برای منابع مدرن و پاک انرژی نیاز است کشورها خود را برای گذار از روشهای مرسوم تءمین انرژی، چه در قالب منابع و چه از منظر ساختارها آماده نمایند. این پژوهش در محدوده پژوهشگاه نیرو انجام شده و با گردآوری کلانروندهای جهانی و وضعیت تأمین انرژی ایران سناریوهای تأمین انرژی ایران در افق 1420 را توسعه داده است. سناریوها مبتنی بر نظر خبرگان توسعه یافتند. نتایج نشان دادند، از منظر خبرگان مشارکت کننده، مسائل زیستمحیطی در ایران نسبت به روند جهانی توجه کمتری را به خود جلب خواهد کرد. نیز دسترسی به منابع گاز طبیعی سهم بالای این حامل انرژی در تولید برق را نشان داد که توسعه این وابستگی میتواند امنیت تأمین برق کشور، نیز توان خصوصیسازی صنعت برق را محدود خواهد ساخت. لذا در آینده نزدیک نمیتوان شاهد تغییر شگرفی در روشهای تأمین انرژی کشور بود و بموجب لختی متأثر از دسترسی به انرژی ارزان گذتر به سمت آینده مطلوب نیازمند مدیریت گسترده گذار و تعهد ساختاریافته خواهد بود.

ویژگیهای سازمانی و سیاستی مدیریت اقتصادی دهه چهل ایران؛ نوعی دولت توسعهگرا؟
رشد اقتصادی بالا، تورم پایین و همزمان شکلگیری بسیاری از صنایع موجب برجسته بودن عملکرد اقتصادی دهه چهل ایران شده است. جالب اینکه در همان دوره، کشورهای شرق آسیا هم از رویکرد مشابهی برای توسعه صنعتی بهره برده که امروز از آن به عنوان معجزه آسیایی یاد میشود. با اینکه مطالعات نسبتا گستردهای درباره پیشرفت کشورهای شرق آسیا انجام شده، امّا در خصوص ویژگیهای مدیریت اقتصادی دهه چهل کمتر مطالعهای صورت گرفته است. این پژوهش در تلاش است تا با مطالعه تطبیقی ویژگیهای سازمانی و سیاستی مدیریت اقتصادی دهه چهل و ویژگیهای دولتهای توسعهگرا شرق آسیا، در فهم ویژگیهای مدیریت اقتصادی دهه چهل بکوشد. در ابتدا ساختارهای بروکراتیک و ویژگیهایی که موجب کارآمدی اقتصاد در آن دوره شد مورد بررسی قرار گرفته و در ادامه، سیاستهای اقتصادی و صنعتی بکار رفته در آن دوران بحث میگردد. در ابتدای هر قسمت ابتدا بنیانهای نظری موضوع توضیح داده میشود و در ادامه تحت عنوان "در ایران" به شرح تجربه ایران خواهیم پرداخت. امیدواری میرود که این بازخوانی از تجربه مدیریت اقتصادی کشور، فتح بابی باشد برای مطالعه آتی تا با تقویت حافظه تاریخی سیاستگذاران از اشتباهات گذشته درسهای لازم را گرفته و تا حدی مانع تکرار اشتباهات گذشتگان شویم.

ارائه الگوی رشد پویای سهم بازار ایران از تجارت منطقهای گاز از منظر استراتژیک
رشد پویا دربردارنده عوامل اقتصادی (شاخص ترکیبی موجودی سرمایه، نیروی کارو بهره وری کل عوامل تولید (موجودی دانش کاربردی) و عوامل اجتماعی و زیست محیطی ( تقویت زیر ساختها و قابلیتهای اجتماعی، توسعه اجتماعی و توسعه زیست محیطی) و افزایش مقاومت و انعطاف پذیری اقتصادی است. بنابراین این مطالعه با هدف ارائه الگوی رشد پویای سهم بازار ایران از تجارت منطقهای گاز از منظر استراتژیک در مقطع زمانی سال 1398 - 1399 انجام شده است. جامعه آماری این پژوهش شامل اساتید و مدیرانی است که سابقهکاری اجرایی و تحصیلاتی در حوزه تجارت بینالمللی در صنعت گاز دارند. نمونهگیری به روش غیراحتمالی و به صورت هدفمند صورت گرفته است. جهت تحلیل مصاحبههای تخصصی، از روش تحلیل کیفی دادهبنیاد استفاده شده است. براساس نتایج به دست آمده، شاخصهای شناسایی شده در قالب هشت مقوله اصلی دستهبندی شدهاند که عبارتند از: مدیریت، خط مشی و سیاستگذاری، مدیریت استراتژیک، فرهنگ ساختار سازمانی، محیط فناوری، محیط سیاسی، محیط اقتصادی، محیط رقابتی. همچنین نتایج نشان داده است که جهت حصول نتایج مورد انتظار، استراتژی تجارت منطقهای گاز باید براساس شرایط سیاسی- و اقتصادی کشور تدوین گردد. این استراتژیها در قالب خطمشیها و سیاستگذاریهای خرد و کوتاه مدت، توان رقابتی کشور در تجارت منطقهای گاز را تقویت مینماید.

مقدمه بر مفهوم پردازی تاب آوری فرهنگی
در چند دهه اخیر مطالعات متعددی در مورد سازه های روان شناختی مرتبط با تجربه بحران صورت گرفته است که تمرکز اصلی این مطالعات بر مفهوم تابآوری است. تابآوری توانمندی حل مساله و سازگاری در شرایط بحرانی است. یعنی زمانی که دچار مشکلات و بحرانهای جدی روانی اجتماعی میشویم، چقدر میتوانیم مقاوم باشیم و مهمتر اینکه آیا قدرت برونرفت از این شرایط دشوار را داریم یا خیر. این سازه که از ارکان جنگ نرم است میزان انعطاف ما را نشانه رفته است. سالهاست عوامل شکلدهنده تابآوری تحت بررسی قرار گرفته است، امااین پژوهش بدنبال مفهومپردازی نوعی از تابآوری به نام تابآوری فرهنگی است. که طی آن توانمندیهایی که فرهنگ در اختیار ما میگذارد که در شرایط دشوار، دچار آسیب نشویم، سازگار شویم، و مثل قبل رفتار مطلوب داشته باشیم، مطالعه میشود. این بررسی از لحاظ روششناسی یک مطالعه مروری سیستماتیک بود. در این پژوهش کلیدواژههای تاب آوری (Resilience)، اجتماع (Community)، فرهنگ (Culture) و سرسختی(Hardness) در مقالات ثبت شده در پایگاههای الکترونیکیPubmed ،ScienceDirect ، Google Scholar،Magiran ، و SID با اندکس «و» یا "and" در بازه زمانی سال 1990 تا 2018 جستجو شدند. مقالات به دست آمده در مراحل چندگانهی ارزیابی شدند و در نهایت بررسی نهایی بر روی 23 مقاله انجام شد. در نتیجه مطالعات بینرشتهی تعریفی از سازه بدست میآید: تابآوری فرهنگی ظرفیت و توانمندی مقابله با بحران و حل آن به کمک اسلوبهای تاریخی، اسطوره، آداب و رسوم و باورهای فرهنگی است و مؤلفههای نظری آن شامل تعلق و ریشهدار بودن، اعتماد، تعهد، حس غرور و جمعگرایی است.

طراحی الگوی راهبردی امنیت غذایی جمهوری اسلامی ایران با تاکید بر نقش مکانیزاسیون کشاورزی
چالش های پیشروی کشورهای در حال توسعه از قبیل تغذیه جمعیت رو به رشد، فقر، حفاظت از محیط زیست و مواجهه با تغییرات اقلیمی، که می تواند گرسنگی و سوء تغذیه را ادامه و رشد اقتصادی را کاهش دهد و منجر به بی ثباتی سیاسی و آسیبی برگشت ناپذیر به محیط زیست گردد، این کشورها را ملزم به طراحی راهبردهای خاص خود در کشاورزی کرده است. این مقاله با نگاه به شرایط ایران راهبردهای تحقق امنیت پایدار غذایی را ارائه می کند، راهبردهای توسعه محور که نگاه شان بر مبنای مکانیزاسیون کشاورزی است.برای این هدف ب یک ماتریس به عنوان چارچوب تحلیلی ایجاد شد که شامل عوامل داخلی و خارجی است از یک طرف وضعیت موجود امنیت غذایی کشور را در نظر میگیرد و با مدد از مدلهای سری زمانی به منظور برآوردی از آینده، آینده امنیت غذایی کشور را با ادامه شرایط موجود پیش بینی می کند و در طرف دیگر با استفاده از تحلیل رگرسیونی و تحلیل همبستگی رابطه میان نمادهای مکانیزاسیون و نمودهای عملکردی را بررسی می کند و بر اساس نتایج این مراحل، الگوی راهبردی امنیت غذایی کشور را پیشنهاد می نماید.

طراحی الگوی حکمرانی مطلوب در نظام آموزش عالی
آموزش عالی ایران همواره و بهخصوص در دهه اخیر با چالشها و مسائل متعددی در حوزه حکمرانی، تعامل میان نهادهای متعدد این حوزه و برآورده ساختن انتظارات کلیه ذینفعان (دانشجو، اساتید، دولت، جامعه،...) مواجه بوده است. پژوهش حاضر باهدف دستیابی به الگویی مطلوب در حوزه حکمرانی آموزش عالی بهمنظور درک بهتر این پدیده و ارائه پیشنهادهای سیاستی در این خصوص صورت پذیرفت. جهت طراحی الگوی حکمرانی آموزش عالی، روش تحقیق این پژوهش بهصورت کیفی و مبتنی بر نظریهپردازی داده بنیاد با رویکرد اشتراوس و کوربین انجام گرفت و همچنین برای گردآوری اطلاعات از مصاحبههای نیمه ساختاریافته استفاده شد، بعلاوه نمونهگیری به روش نمونهگیری نظری و با بهرهمندی از تکنیکهای گلولة برفی و هدفمند انجام شد. نتایج تحلیل دادههای بهدستآمده از مصاحبهها طی فرایند کدگذاری باز، محوری و انتخابی و همچنین با توجه به شرایط علی، زمینهای، شرایط مداخلهگر، راهبردها و پیامدهای حکمرانی مطلوب تبیین و الگوی نهایی ارائه گردید. همچنین برای اعتباریابی مدل از مدل 10 معیار مقبولیت و معیار کثرت گرایی استفاده گردید. یافته های این پژوهش نشان می دهد که ترسیم الگوی مطلوب آموزش عالی بر راهبردهایی نظیر تمرکز زدایی، مهندسی مجدد ساختارها و فرایندها، مشارکت ذینفعان و تفویض اختیار به دانشگاه ها، وابسته خواهد بود و انتظار است پیامدهایی نظیر پرورش انسان شایسته در سیستم آموزش عالی، همسویی و یکپارچگی میان نهادهای متعدد تصمیم گیر، تحقق رسالت های اصیل آموزش عالی و جاری شدن ابعاد حکمرانی خوب در آموزش عالی و (به واسطه نقش تربیتی و هدایتگری آموزش عالی) در سطح جامعه تحقق یابد.

خلاصه سیاستی: ابزار تاثیرگذاری بر فرایند سیاستگذاری
خلاصه سیاستی، یکی از ابزارهای سیاستگذاری است که نگارش مجابکننده، مبتنی بر شواهد و ساختاریافتهاش، آن را به یکی از قدرتمندترین روشهای کمک به مباحث سیاستی و مؤثر در فرایند سیاستگذاری، بدل کرده است. از آنجا که تصمیمگیرندگان محدودیتهای زمانی دارند، خلاصه سیاستی قصد دارد تا به یک شیوة خلاصه و ساده، شواهد و توصیههای عملی را برای کمک و تسهیل فرایند تصمیمگیری ارائه کند. خلاصهها میتوانند در تغییر و بهبود سیاستها مؤثر باشند و اطمینان دهند که سیاستهای اتخاذ شده مبتنی بر شواهد هستند. با توجه به اهمیت کارکردی خلاصهها در اثرگذاری بر فرایند سیاستگذاری و نقش بیبدیل این ابزار در تحلیل سیاست، مقاله حاضر درصدد است تا به مدد روش مطالعه اسنادی این ابزار را با رویکردی روششناسانه معرفی کرده و از حیث ساختار و گامهای نگارش، آن را مورد بحث قرار دهد. اگرچه، مخاطب اصلی خلاصههای سیاستی، سیاستگذاران هستند، ولی انتشار خلاصهها در مجلات علمی و روزنامهها میتواند از طریق افزایش انگیزه و تمایل نویسندگان و آشناسازی سیاستگذاران با این ابزار، به ظرفیتسازی در این حوزه کمک کند.
