گزارش بافتاری از یک آیندهپژوهی در ایران
دنیای مدرن برای انسانها حق انتخاب از میان بدیلهای مختلف و گزینههای متعدد را فراهم آورده است. دنیای سنت مملو از اجبارهایی است که از آغاز تولد سرنوشت را تعیین میکند. اجبارهایی که تا اندازۀ زیاد زندگی را در یک مسیر از پیش معین جلومیبرد؛ اجبارهایی که میتواند برآمده از ویژگیهای طبیعی فرد مانند محل تولد، قبیله و تبار فرد یا جنسیت و ویژگیهای ظاهری فرد باشد. اگر تاریخ بشر را مرور کنیم، این جبر به شیوههایی مختلف، وجود داشته است. سلسلههای پادشاهی طولانیمدت در اروپا شاید بیش از هر عاملی برآمده از مشروعیتی بوده است، که جامعه آن را به هر صورتی پذیرفته بود. سلاطین مشروعیت سلطنت را داشتند و به دنبال آنان فرزند ارشد ذکور (یا نزدیکترین فرد با سلطان حاکم مانند جیمز اول در انگلستان) همان مشروعیت را کسب میکرده است. این مشروعیت فارغ از توانمندیهای افراد به آنان اعطا میشد.

تحلیل پویای رابطه منابع طبیعی و نظامیگری در کشورهای خاورمیانه
این مقاله به بررسی تأثیر فراوانی منابع طبیعی برهزینههای نظامی کشورهای خاورمیانه طی سالهای 2014-1995 میباشد. به این منظور یک مدل عمومی مخارج نظامی، با حضور شاخصهای فراوانی منابع طبیعی- شامل دو شاخص کلی سهم درآمدهای منابع طبیعی از GDP و سهم صادرات سوخت از صادرات کالایی - و همچنین 5 شاخص تفکیکی- شامل سهم درآمدهای نفت، گاز طبیعی، زغال سنگ، جنگل و مواد معدنی از GDP-، برای این کشورها طراحی و بهمنظور برآورد آن از روش گشتاورهای تعمیمیافته (GMM) در قالب دادههای ترکیبی پویا استفاده شده است. نتایج برآورد مدل نشان میدهد که شاخصهای کلی فراوانی منابع طبیعی تأثیر مثبت و معناداری را بر هزینههای نظامی کشورهای مورد مطالعه داشته است. همچنین، با تفکیک درآمدهای حاصل از منابع طبیعی، نشان داده شده که سهم درآمدهای نفتی و گاز طبیعی از GDP، اثر مثبت و معنادار و درآمدهای حاصل از سایر منابع طبیعی، اثر بیمعنایی بر هزینههای نظامی این کشورها داشتهاند. بر این اساس میتوان گفت که منابع انرژی در کشورهای خاورمیانه بر بار نظامی این کشورها تأثیرگذارند.بهگونهای که با افزایش یکدرصدی در سهم درآمدهای نفتی و گاز طبیعی از GDP، بار نظامی در این کشورها بهترتیب حدود 0/14 و 0/05 درصد افزایش خواهد یافت.

ارزش های آسیایی؛ تقدم «توسعه» بر«حقوق بشر»
کشورهای آسیایی با امضای اعلامیۀ بانکوک و اعلامیه حقوق بشر آسه آن موجب تقویت مناظرههایی شدند که نقطۀ ثقل آن تمایز «ارزشهای آسیایی» از ارزشهای لیبرال دموکراسی مدعی جهانشمولی است. این مقاله به دنبال پاسخ به این پرسش است که «نسبت حقوق بشر و توسعه در گفتمان ارزش های آسیایی چگونه است » یافته های بدست آمده از پردازش فرضیه مقاله نشان میدهد طرح گفتمان ارزش های آسیایی برآمده از اندیشه کشورهای آسیایی به توسعه بوده و جزئی از تلاش آنها برای محقق ساختن لوازم توسعه است. گفتمان لیبرال حاکم بر سیاست توسعه با پافشاری بر در اختیار داشتن انحصاری فرمول مشروع توسعه کشورهایی را که تشخیص میدهند توسعه آنها از راه دیگر میگذرد، تحت فشار قرار داده و به این ترتیب عملا توسعه را برای آنها ناممکن میسازند. بر این اساس گفتمان ارزشهای آسیایی تلاشی بود برای شکستن این انحصار و مشروعیتبخشیدن به راه دیگری از توسعه برای به چالشکشیدن هژمونی گفتمان حاکم. گفتمان ارزشهای آسیایی با تاکید بر مؤلفههایی چون اولویت وظیفه بر حقوق، خانوادهگرایی، اصالت اجتماع و احترام به اقتدار و انضباط از طریق برونگذاری، طرد و ارائه بدیل از معنای نشانه های مفصلبندی شده در گفتمان لیبرال دموکراسی، هژمونی آن را از بین بردهاست.

مفهوم شناسی سیاستگذاری داده باز حاکمیتی و تبیین مزایا و فواید آن در عرصههای مختلف سیاستگذاری
یکی از رویکردهای نوین شکلگرفته در عرصه سیاستگذاری و حکمرانی، بحث سیاستگذاری داده باز حاکمیتی است. سیاستگذاری داده باز حاکمیتی، مفهوم و رویکردی جدیدی است که به دنبال بهرهگیری از ظرفیتهای مردمی در عرصه سیاستگذاری است. پژوهش حاضر با هدف فهم سیاستگذاری داده باز حاکمیتی و فواید و مزایای آن در عرصه سیاستگذاری شکل گرفته است. این پژوهش با روش و رویکرد توصیفی تحلیلی انجام شده است و با بهرهگیری از روش تحلیل اسنادی، مزایا و فواید سیاستگذاری داده باز در عرصه حاکمیتی مشخص میشود. پژوهش حاضر از نوع توصیفی و اکتشافی است و فاقد فرضیه پژوهشی است. با مشاهده پژوهشهای انجام شده در حوزه داده باز و همچنین اقدامات عملی که در سطح جهان انجام شده است، مشخص میشود که سیاستگذاری داده باز حاکمیتی باعث تأثیرات اقتصادی، اجتماعی، سیاسی و تأثیرات مدیریتی و حاکمیتی میشود که این تأثیرات بهنوبه خود گامهایی مهم در راستای تحول دولت و سیاستگذاری دولتی است

شورای نوردیک و سیاستگذاری ساخت تصویر ملی و برندینگ بین المللی ؛ دریچۀ خوشبختی به جهان معاصر
شورای نوردیک متشکل از پنج کشور سوئد، نروژ، فنلاند ، دانمارک و ایسلند و همچنین سه منطقه خود مختار و مستقل جزائر فارو، سرزمین گرینلند و جزیره آلند می باشد. تمامی این کشورها دارای برند ملی و تصویر جهانی - منطقه ای مناسب می باشند. امروزه اسکاندیناوی و نوردیک دریچۀ واقعی خوشبختی و رفاه برای تعداد کثیری از مردم دنیا است و مدل حکومتداری، اقتصاد، فرهنگ، اجتماع ، کسب و کار و سیاست آنها ، الگوی بسیاری از کشورهای دنیا می باشد. اصولاً برند نوردیک و اسکاندیناوی و نام و تصویر هر یک از این کشورها، امروزه حامل فرآیندهای ذهنی، ادراکی و بصری است که همراه با خود بسیاری از مفاهیم جذاب را به همراه دارد. بررسی روند ساخت برندینگ و تصویر سازی منطقه ای و ملی کشورهای شورای نوردیک از اهداف پژوهش حاضر است. بر همین اساس مقاله حاضر با بررسی روند سیاستگذاری و ساخت تصویر و برندینگ منطقه ای - ملی شورای نوردیک بر این امر اذعان می کند که سیاستگذاری شورای نوردیک در زمینه فرآیند برندینگ ملی و ساخت تصویر منطقه ای هر یک از کشورهای مربوطه هماهنگ و همگرا بوده است، به طوری که حاصل آن ساخت برند و تصویر منطقه ای- جهانی مناسب برای کشورهای حوزۀ نوردیک و اسکاندیناوی است که امروزه در کنار برندینگ و تصویر سازی ملی جداگانه هر یک از این کشورها، نقشی اساسی در ادراک بصری و ذهنی این منطقه در اذهان و تصور مردم دیگر نقاط دنیا دارد.

مبانی پایداری زیست محیطی زنجیرۀ تأمین با رویکرد الگوی اسلامی پیشرفت
مدیریت زنجیرۀ تأمین پایدار یکی از مباحث مطرح در میان دانشگاهیان و بخش صنعت در سالهای اخیر می باشد. در طول دو دهۀ اخیر بسیاری از سازمانها قدمهای مفیدی را در جهت ادغام پایداری و الزامات آن با تصمیمات کوتاه و بلند مدت خود برداشته اند. دلایل اصلی تمرکز فزایندۀ شرکتهای تولیدی به پایداری را می توان: کاهش ریسک و بهبود عملکرد اقتصادی زنجیرۀ تأمین، جذب مشتریانی که پایداری برای آنها دارای اهیمت زیادی است و نیز تلاش در جهت افزایش پایداری جهان دانست. حفظ محیط زیست یکی از ابعاد اصلی دین اسلام بشمار می رود. مسلمانان به حفظ و نگهداری تعادل محیط زیست که بوسیلۀ خداوند ایجاد گشته است، تشویق و سفارش شده اند. براساس اعتقادات اسلامی، حفاظت از محیط زیست امری ضروری بوده مسئولیت حفظ و نگهداری محیط زیست بر عهدۀ انسانها می باشد. هدف این مقاله شناسایی مبانی بینشی و ارزشی اسلامی پایداری زیست محیطی زنجیرۀ تأمین به منظور ایجاد بینشی جدید در دانشگاهیان، سیاستمداران و نیز مدیران صنعتی نسبت به اقتضائات الگوی اسلامی پیشرفت در حوزۀ مدیریت زنجیرۀ تأمین می باشد. روش گردآوری داده ها، کیفی و مبتنی بر مطالعۀ ادبیات و منابع کتابخانه ای می باشد. تحلیل تم به منظور تجزیه و تحلیل داده ها و ارائۀ مبانی پایداری زیست محیطی زنجیرۀ تأمین مورد استفاده قرار گرفت. مبانی اسلامی پایداری زیست محیطی در دو دستۀ اصلی، مبانی بینشی و ارزشی، تقسیم بندی شدند. نتایج پژوهش می بایست به دانشگاهیان، سیاستمدران و نیز مدیران بخش صنعت سررشته هایی به منظور اتخاذ استراتژی های مناسب، ارائه دهد.

معرفی و کاربست نظریه عقلانیت اسنلن در سیاستگذاری
این پژوهش درپی معرفی و آزمون عملی مدلی از سیاستگذاری است که می تواند برخی چالش های مهم پیش روی سیاست سازان از قبیل گسیختگی مرحله تدوین از اجرا، عدم تئوری مطلوب برای سیاستگذاری و عدم تجمیع بازخوردهای شکل گرفته جوامع علمی و منتقدان را مرتفع و یا کاهش دهد. محققان تلاش دارند به معرفی چارچوبی بپردازند که بتواند الزامات حین سیاستگذاری و الزامات بعد از سیاستگذاری را پوشش دهد. بدین منظور در پژوهش کنونی سعی شده است "نظریه عقلانیت ترکیبی ایگنیس اسنلن" به عنوان مدل مطلوب مدنظر محققان در یک مطالعه موردی بر روی قانون "تثبیت قیمت ها" مورد محک قرار گیرد و راهبردهای آن برای سه مقام طراحی، اجرا و بازخورد استخراج گردد. روش جمع آوری داده ها کتابخانه ای- مصاحبه ای و روش تجزیه و تحلیل داده ها نیز کیفی- ساختاری بوده است. یافته ها مؤید توانایی این چارچوب نظری در ترمیم گسیختگی دو مرحله طراحی نظری و کاربست عملی سیاست هاست که هم زمان می تواند بستری مناسب برای تجمیع نظرات خبرگان مختلف در مرحله تحلیل و بازخورد نیز باشد.

بررسی اسناد بالادستی و موانع بهره وری انرژی در بخش ساختمان ایران
پیرو رشد اقتصادی و رشد جمعیت و بالا رفتن استانداردهای سطح زندگی در ایران، در دهه گذشته مصرف انرژی در بخشهای مختلف ازجمله بخش ساختمان رشد نسبتا زیادی داشته است. بهگونهای که از سوی مراکز مختلف اعلام شده است که با ادامه همین روند در کمتر از ده سال آینده عرضه و تقاضای انرژی برابر و سپس ایران به یک کشور وارد کننده انرژی تبدیل میشود. باوجود اینکه پیادهسازی سیاستگذاریهای بهبود بهرهوری انرژی از پتانسیل موجود بسیار فاصله دارد، ولی در دو دهه اخیر اقداماتی از سوی نهادهای مرتبط با بهرهوری انرژی، صورت گرفته که در این مقاله به آن پرداخته شده است. هدف این مقاله شناسایی موانع بهرهوری انرژی و پیشنهاد برای رفع آنها است. ضعف سیستم اداری و ضعف قوانین بازار بهرهوری انرژی در کنار پایین بودن قیمت حاملهای انرژی، از عمده موانع مقابل بهبود بهرهوری انرژی هستند. همچنین کمبود مشوقهای اقتصادی و مالی بهبود بهرهوری انرژی، در سیاستگذاریها مشهود است. سرانجام ناظر بر سیاست-گذاریها و موانع موجود، پیشنهادهایی در دو دسته کوتاهمدت و بلندمدت بیان شده است.

سناریوهای ایران در سال ۱۳۹۶
سناریوهای ایران ۱۳۹۶ در قالب یک طرح آیندهپزوهی در مرکز بررسیهای استراتژیک در سال ۱۳۹۵ انجام شد. در این طرح ۴ سناریو بر اساس سه عدمقطعیت بحرانی به دست آمده است. همچنین به منظور شناسایی سازگاری سناریوها و حذف موارد ناسازگار از نرمافزار سناریووزارد استفاده شده است. در این مقاله متن ۴ سناریو به همراه یک توضیح مختسر روششناسی تشریح شده است.

ارزیابی نقادانه روششناسی های آیندهنگاری و آینده پژوهی
هدف مقالهی حاضر ارزیابی نقادانه برخی از شناخته شده ترین روشهایی است که در مطالعات آینده ها (یا پژوهش آینده ها) [1] و شیوههای آیندهنگاری[2] مورد استفاده قرار میگیرد. پس از ارائه برخی ملاحظات مقدماتی (بخش 1)، بحثم را از یک مسیر غیر مستقیم پی میگیرم: از طریق تحلیل تفصیلی شباهتها و تفاوتهای میان دانش نظری/علم نظری و فناوری. این بخش اساس بحثهای بخش بعدی مقاله است. بهعلاوه، این بخش تأثیر مستقیمی بر موضوعات مهم دیگر مرتبط با مطالعات آینده هادارد، از جمله بحث های مربوط به ابهام در مفهوم «اتخاذ تصمیمات عقلانی »، روشن نبودن وضعیت مطالعات آینده ها به عنوان رشتهای دانشگاهی، و استفادهی گمراهکننده از دو مفهوم کلیدی «روش» و «روششناسی». در بخشهای سه و چهار به این مفاهیم خواهم پرداخت. در بخش پنج، به شکلی نقادانه به ارزیابی چند چارچوب روششناسی مشهور می پردازم که به طور کلی در علوم انسانی و اجتماعی ، و نیز در مطالعات آینده ها استفاده میشود. این روش شناسی ها عبارتند از: ، پوزیتیویسم، پساپوزیتیویسم، برساختگرایی[3]، نظریه انتقادی[4] (انتقادیگرایی[5])، و کنش-تحقیق. استدلال خواهم کرد که این روششناسیها، علیرغم محبوبیتشان نزد متخصصین در رشتهی مطالعات آینده ها، کمبودهای جدیای دارند. نقصهای این چارچوبهای روششناسی بر پیامدهای تحقیقاتی که از طریق آنان انجام میشود، تأثیر میگذارد. در بخش 6، منظری فلسفی، به نام عقلانیت نقاد[6]، و یک چارچوب روششناسی، به نام تحلیل موقعیت[7] را که میتواند (با تغییراتی مناسب)، در قالب یک روش جامع(meta-method) ظاهر شود معرفی میکنم. بخش 7 مربوط به مقایسهای انتقادی میان عقلانیت نقاد و چند چارچوب روششناسی مشهور در مطالعات آینده ها است، و در بخش پایانی (بخش 8) تلاش خواهم کرد به اختصار نشان دهم چطور عقلانیت نقاد میتواند به بهبود کارایی شیوههای آیندهنگرانه کمک کند.
