تحلیل سیاستهای ارتقاء اعضای هیأت علمی در چارچوب نقش نهاد دانشگاه در توسعه نوآوری
امروز اجماع فراگیری درخصوص اثرگذار بودن نقش دانشگاهها در نوآوری شکل گرفته بهگونهایکه حتی برخی تحت تاثیر دانشگاههای برتر جهان، دانشگاهها را موتورهای نوآوری قلمداد نمودهاند. این رویکرد در کشور ما نیز گسترش یافته و توانسته گفتمان سیاستی کشور را تحت تاثیر خود قرار دهد. ازاینرو درک درست از نقش دانشگاهها در نوآوری یکی از شرایط لازم برای سیاستگذاری و توسعه دانشگاهی میباشد. ازسوی دیگر آییننامه ارتقاء بهعنوان یکی از مهمترین و موثرترین اسناد سیاستی مرتبط با دانشگاه در کشور لازم است براساس فهم صحیحی از نقش دانشگاهها در نوآوری طراحی شده باشد. در بخش اول نتایج پژوهش نشان میدهد دانشگاهها، سهم اندکی در مشارکت مستقیم در نوآوری ازطریق تولید محصولات، نمونههای اولیه و اختراعات دارند. بلکه دانشگاهها عموما از طریق روشهای غیرمستقیم در توسعه نوآوری مشارکت میکنند. این درحالی است که در بخش دوم نتایج پژوهش نشان میدهد آییننامه ارتقاء فقط به دستهای از فعالیتها شامل انتشار مقاله و فعالیتهای آموزشی توجه نسبی نموده و از اهمیت سایر فعالیتها ازجمله همکاریهای پژوهشی صرفنظر نموده است. برایناساس تقویت جامعیت و توازن در آییننامه برای پوشش اثربخشتر کانالهای مشارکت دانشگاهها در توسعه نوآوری؛ توجه بیشتر به کانالهای تعاملی و همکارانه تبادل دانش و فناوری که ظرفیت جذب کمتری از سوی صنعت میطلبند؛ و افزایش انعطافپذیری آییننامه بهمنظور درنظر گرفتن عوامل موثر بر اهمیت و کاربرد متفاوت هر یک از کانالها در حوزههای علمی و بخشهای صنعتی گوناگون؛ و تمرکز بیشتر سیاستگذاران بر تقویت تقاضای علم و فناوری و ظرفیت جذب طرف تقاضا از جمله پیشنهادات سیاستی برآمده از این پژوهش است.

شناسایی کژکارکرد های پژوهش در نظام آموزش عالی ایران: تحلیل کیفی دیدگاه ها و تجربیات پژوهشگران برتر ، خبرگان و سیاستگذاران پژوهش در کشور
پژوهش حاضر، با هدف شناسایی کژکارکردهای پژوهش در نظام آموزش عالی ایران، از نوع کیفی و با روش تحلیل محتوا انجام شد. داده ها از طریق مصاحبه های عمیق و نیمه ساختاریافته با 22 نفر از پژوهشگران برتر، خبرگان و سیاستگذاران پژوهش کشور در سال 98-1397 به روش نمونه گیری هدفمند جمع آوری شد. قابلیت اعتبار، انتقال پذیری، اطمینان و تأییدپذیری داده ها برای مقبولیت مطالعه، مورد تأیید قرار گرفت. یافته ها نشان داد که پدیده کژکارکردی های پژوهش در نظام آموزش عالی ایران در مرحله قبل از پژوهش در قالب "لابی گری در تعریف پروژه"، " عدم توجه به نیازسنجی پژوهش" و " در نظر نگرفتن اهمیت ذی نفعان پژوهش"، در مرحله انجام پژوهش در قالب " عدم رعایت مالکیت فکری و معنوی"، " کم کاری استاد در تحقیق دانشجویی"، " عدم قوام روش شناختی"، " کاهش میزان تحلیل مسائل"، " خرید و فروش مقاله و پایان نامه"، " سرقت علمی"، " داده سازی"، "جعل و تحریف داده"، و در مرحله بعد از انجام فرایند پژوهش ، "ضعف در کاربردی کردن نتایج پژوهش"، "مشکلات داوری" و " همپوشانی انتشارات و کیفیت پایین بعضی مجلات" اتفاق می افتد.

آیندهپژوهی اجرای اهداف سند تحول بنیادین آموزش و پرورش در افق 1404
با توجه به گذشت بیش از 8 سال از زمان تصویب و ابلاغ سند تحول بنیادین نظام اموزش و پرورش و بروز نگرانیهایی در باره تاخیر در پیشرفت اجرا سند، مساله اصلی مقاله حاضر تحلیل آینده این سند، بعنوان مهمترین سند سیاستی کشور در عرصه تعلیم و تربیت است. لذا سوال اصلی مقاله آن است که با توجه به نقش افرینی بازیگران مرتبط، اجرا و پیاده سازی سند در چه شرایطی قرار خواهد قرار گرفت؟ نظریه تحقیق سیاستگذاری تکثرگرا و رویکرد تحقیق بازیگر محور بوده که با روشهای اکتشافی و خبره محور انجام شده و ابزار گردآوری اطلاعات دو پرسشنامه (ماتریس) محقق ساخته بوده است. تکنیک تحلیل دادهها نیز نرم افزار سیاست پژوهی و آینده پژوهی مکتور بوده است. پاسخگویان این تحقیق نیز 35 نفر از مدیران، خبرگان و سیاستگذاران حوزه تعلیم و تربیت کشور بودهاند .یافتهها نشان داد از 58 بازیگر اولیه مرتبط با سند، 14 بازیگر کلیدی هستند که در میان آنها اجماع و توافق کاملی درباره مفاد ، اهداف و اجرای سند وجود ندارد .به عبارتی انسجام نهادی کافی میان بازیگران کلیدی برای اجرا سند برقرار نیست. همچنین در باره اهداف یا مسایل یا محورهای اصلی سند تحول نیز سازگاری کاملی میان عاملان و نهادها وجود ندارد. به عبارتی هرچند نهادها مخالفتی با مضامین سند ندارند اما اصرار، اهتمام و جدیتی که برای اجرا و پیادهسازی این سند ملی در افق پیشرو لازم است را ندارند. لذا پیشبینی میشود در افق پیشرو، اجرا و پیادهسازی سند با چالشهای اساسی از سوی نهادها و بازیگران روبرو شود و نهاد متولی (شورای عالی آموزش و پرورش ) لازم است با ایجاد مفاهمه سیاستی و سازگاری نهادی زمینه ایجاد توافق و هماهنگی بیشتر را فراهم آورد .

بررسی اقدامات حمایتی از کارآفرینی در دانشگاههای منتخب جهان و تحلیل گزینه های حمایتی در دانشگاههای ایران
کارآفرینی و اقداماتی که دانشگاهها میتوانند برای ارتقا و بهبود فعالیتهای کارآفرینی و ارتباط با صنعت به انجام رسانند، از مباحث مهمی است که توجه بسیاری را به خود جلب کرده است. مقاله حاضر کوشید ضمن کنکاش در تجارب دانشگاههای منتخب جهان در زمینه کارآفرینی، از طریق یک مطالعه پیمایشی گزینههای حمایتی از کارآفرینی در دانشگاههای ایران را براساس نظر خبرگان و صاحبنظران اولویتبندی کند. در بخش اول، تجارب هفت دانشگاه برتر در زمینه کارآفرینی مورد بررسی قرار گرفت. گردآوری دادهها با استفاده از اطلاعات موجود در سایتهای رسمی و اسناد مربوطه صورت گرفت. در بخش دوم، از فرایند تحلیل سلسلهمراتبی برای اولویتبندی گزینهها بهره گرفته شد. یافتهها حاکی از آن بود که اقدامات حمایتی دانشگاههای مورد مطالعه به چهار گروه قابل دستهبندی است که عبارتند از: علمی-آموزشی، فرهنگی-تشویقی، حمایت مادی، و حمایت معنوی. نتایج تحلیل سلسله مراتبی نشان داد که در اقدامات حمایتی دانشگاهها در زمینه کارآفرینی، معیار تحقق اهداف بالادستی با وزن نسبی 341/0 دارای برتری بیشتری نسبت به دیگر معیارهاست. همچنین، حمایت مادی بهترین گزینه حمایتی از کارآفرینی با وزن 284/0 شناخته شد. سایر گزینه-های حمایتی به ترتیب اولویت عبارت بودند از: علمی-آموزشی، حمایت معنوی، و فرهنگی-تشویقی.

استخراج ویژگیهای اصلی نظام ملی نوآوری ایران از طریق ترکیب نظاممند تحقیقات
نظام ملی نوآوری به عنوان رویکرد سیستمی به نوآوری، دربرگیرنده عناصر و ارتباطاتی است که در جهت تولید، انتشار و استفاده از دانش جدید و سودمند از نظر اقتصادی، با یکدیگر در تعاملند و در درون مرزهای یک کشور عمل میکنند. رویکرد نظام ملی نوآوری، که نهادها و کارکردهای مختلف دخیل در توسعه علمی و فناورانه کشورها را در بردارد، یکی از رویکردهای مناسب برای تحلیل وضعیت علم، فناوری و نوآوری و ارائه سیاستها و راهکارهای همه جانبه برای تقویت نوآوری در کشور است. هدف پژوهش حاضر استخراج ویژگیهای اصلی نظام ملی نوآوری ایران است که جهت دستیابی به آن از رویکرد ترکیب نظاممند تحقیقات استفاده میشود. نتایج حاکی از آن است که ضعف در سیاستگذاری، سیستم نظارت و ارزیابی از سیاستگذاری تا اجرا، حکمرانی نظام ملی نوآوری کشور، تسهیل و جهتدهی تحقیقات و فعالیتهای نوآوری، تحقیق و توسعه، کارآفرینی، توسعه نیروی انسانی، انتشار فناوری، تسهیل، هدایت و تامین مالی فعالیتهای تحقیق و توسعه و شکاف در بین بازیگران نظام ملی نوآوری از جمله ویژگیهای منفی نظام ملی نوآوری ایران بود. و ویژگیهای مثبت نظام ملی نوآوری ایران نیز شامل توسعه کمی (توسعه دانشگاهی، توسعه نیروی انسانی، تحقیقات توسعهای و کاربردی و پژوهشگران جوان و مستعد) میباشد.

آسیب شناسی ساختاری موسسات آموزش عالی غیرانتفاعی مازندران
هدف پژوهش حاضر آسیبشناسی ساختار موسسات آموزشعالی غیرانتفاعی مازندران در ابعاد رسمیت، تمرکز و پیچیدگی بود. در این پژوهش که کیفی و کاربردی است، دادهها به روش پیمایشی و میدانی جمع آوری گردیده است. بدین منظور تعداد نه نفر از اعضای هیئتموسس، امنا و صاحبنظران آموزش عالی غیرانتفاعی به روش نمونه گیری هدفمند در دسترس تا مرز اشباع نظری انتخاب و مورد مصاحبه نیمه ساختارمند قرار گرفتند. دادههای حاصل از مصاحبه ها با استفاده از روش تحلیل مضمون تجزیه و تحلیل و کدگذاری شدند. روایی پژوهش با تطبیق توسط مصاحبهشوندگان و بررسی همکار تعیین گردید. همچنین پایایی با روش پایایی آزمون (شاخص ثابت) محاسبه گردید. در نهایت 263 گویه مشخص از سوی مشارکتکنندگان مطرح گردید. آنها در قالب سه مولفه اصلی یعنی رسمیت، تمرکز و پیچیدگی گنجانده شدند. مصاحبهشوندگان در مولفه اصلی رسمیت، بیشترین اهمیت را به مضمون وجود قوانین و مقررات در زمینههای مختلف در موسساتغیرانتفاعی و در مولفه اصلی تمرکز، بیشترین اهمیت را با 50 بار تکرار به جایگاه خصوصیسازی آموزشعالی در ایران دادند. در مولفه پیچیدگی نیز بیشترین اهمیت را با 29 بار تکرار به نقش و تاثیر هیاتموسس و هیاتامنا در امور این موسسات دادند.

ارائه مدل مفهومی شبکه اهداف کاهش مصرف انرژی برق و گاز خانگی با استفاده از روش تفکر مبتنی بر ارزش
در چند دهه اخیر، رشد مصرف انرژی به ویژه در بخش خانگی کشور افزایش چشمگیری داشته است. در سال 1395، 42% از برق کشور و 5/32% از گاز طبیعی در بخش خانگی مصرف شد. با توجه به این سهم از مصرف انرژی، هدف از پژوهش، طراحی مدل مفهومی شبکه اهداف مصرف انرژی برق و گاز خانگی است. این پژوهش با استفاده از روش کیفی تفکر مبتنی بر ارزش انجام شد. این پژوهش از منظر هدف، کاربردی و از منظر نتایج تحلیلی و توصیفی است. برای گردآوری دادهها از مرور اسناد، ادبیات و مصاحبه با سیاستگذاران و خانوارهای تهرانی استفاده شد وعوامل مؤثر بر کاهش مصرف انرژی خانگی در دو دسته عوامل بنیادی و واسطهای در دو سطح رفتار مصرفکننده و الزامات سیاستی لازم برای تغییر رفتار استخراج شد. نتایج نشان داد علت افزایش مصرف از سوی مصرفکننده ناشی از 3 عامل عدم درک آثار مصرف بیرویه، ناآگاهی در زمینه روشهای مدیریت اثربخش مصرف انرژی و عدم شناخت و دسترسی به تجهیزات کاهش مصرف و سبد بهینه انرژیهای مختلف برای کاهش مصرف انرژی است. سیاستگذاران نیز به دلیل درک ناکافی از دانش روشهای کاهش مصرف انرژی خانگی و عدم تسهیل پیادهسازی سیاستهای مستدل، نتوانستهاند مصرف بخش خانگی را کنترل کنند.

نقش فناوری خوشه بندی صنایع در رفتار زیستی و توسعه پایدار با رویکرد مدیریت منابع انسانی سبز و نوگرایی سبز
فناوری خوشهبندی، رویکردی نوآورانه جهت مدیریت بهتر محیطزیست و توسعه پایدار است. هدف از پژوهش حاضر، بررسی فناوری خوشهبندی، بر توسعه پایدار با در نظر گرفتن متغیرهای میانجی و تعدیلگر است. پژوهش حاضر از لحاظ هدف، کاربردی، از لحاظ ماهیت و روش، توصیفی- پیمایشی از نوع همبستگی است. برای تست فرضیات، از پرسشنامه 35 سوالی طبق طیف 5 گزینهای لیکرت، استفاده شده است. جامعه آماری پژوهش، شامل کارکنان بیش از 60 واحد خوشه صنعتی ادوات کشاورزی نگارخاتون واقع در شهرستان فامنین در استان همدان به تعداد 600 نفر است. حجم نمونه 234 نفر، که بر اساس جدول کرجسی و مورگان به روش طبقهای نسبی انتخاب شده است. پایایی با استفاده از ضریب آلفای کرونباخ محاسبه و به منظور بررسی اعتبار سازه با استفاده از نرمافزار Lisrel از تحلیل عاملی تاییدی استفاده شد. به منظور تجزیه و تحلیل یافتهها از مدل تحلیل مسیر و برای تحلیل متغیر میانجی از آزمون سوبل و برای تحلیل متغیر تعدیلگر از از روش آزمون رگرسیون چندگانه تعدیل شده، استفاده شد. نتایج نشان داد، خوشه و ویژگیهای شخصیتی، رفتاری، فردی و سازمانی میتوانند بر عملکرد محیطزیست و توسعه پایدار به طور مستقیم و غیرمستقیم، تاثیر مثبت و معنیداری بگذارند. نتایج متغیر میانجی و تعدیلگر، نشان داد، مدیریت منابع انسانی سبز، تعهد سازمانی، رفتار سازگار با محیطزیست و عملکرد محیطزیست نقش متغیر میانجی و نوگرایی سبز نقش متغیر تعدیلگر را در ارتباط بین متغیرهای دیگر، ایفا میکنند.

همگرایی در سایهی محیط زیست: مسایل زیستمحیطی کاسپین و همگرایی منطقهای
همگام با افزایش جمعیت و بهرهبرداری روزافزون و نادرست از منابع محدود، آسیبها و مخاطرات زیستمحیطی ابعاد پیچیدهتری پیدا کرده است که نیازمند رسیدگیهای فوری است. کاسپین نیز بهعنوان بزرگترین دریاچة جهان، از این قاعده مستثنی نیست. بهرغم اقداماتی که در چند دهة اخیر در راستای ایجاد همگرایی و مقابله با مخاطرات زیستمحیطی این دریا توسط دولتهای ساحلی و نهادها و سازمانهای بینالمللی صورت گرفته است، تغییر چندانی در شرایط کلی آن شاهد نیستیم. در این شرایط، این پرسش مطرح است که پیشگیری و مقابله با مخاطرات زیستمحیطی دریای کاسپین، چگونه میتواند بههمگرایی منطقهای منجر شود؟ فرضیة پژوهش این است که تلاش برای پیشگیری و کنترل مخاطرات زیستمحیطی کاسپین از رهگذر ایجاد همگرایی زیستمحیطی، بههمگرایی منطقهای منجر میشود. هدف پژوهش تاکید بر نقش کلیدی جامعه در مبارزه با مخاطرات زیستمحیطی کاسپین و ایجاد همگرایی در این حوزه است. بدینمنظور، این پژوهش در چارچوب نظریة نوکارکردگرایی و از طریق کاربست روش توصیفی-تحلیلی به پیش برده شده است. یافتههای پژوهش نشان میدهد با بهرهگیری از دیپلماسی عمومی زیستمحیطی و عناصر تاثیرگذاری چون رسانهها، سمنهای ملی و بینالمللی و نهادهای آموزشی، دینی و حکومت و سازمانها و نهادهای بینالمللی، جامعهپذیری زیستمحیطی کشورهای ساحلی کاسپین، همگرایی زیستمحیطی و متعاقبا همگرایی منطقهای میتواند محقق شود.

بازآفرینی آینده و تغییر در استعارهها و اسطورهها؛ نمونه موردی کهن روایت زیبای خفته
این مقاله به بررسی امکان تغییر در آینده از طریق تغییر در ذهنیت سازندگان آن پرداخته است. بدین منظور تأثیر داستانها (به عنوان یکی از مهمترین کانالهای انتقال محتوا ) بر نگرش کودکان (به عنوان یکی از اصلیترین سازندگان آینده) مورد بررسی قرار گرفته است. بر این اساس با فرض نقش اسطورهها و استعارههای موجود در شکلگیری رویکردهای جامعه فعلی میتوان با بازتعریف داستانها و افسانهها، باعث تغییر نگرش و ذهنیت در نسل بعدی شد تا آیندهای بدیل به همراه داشته باشد. در این مقاله با استفاده از روش تحلیل لایهای علتها وآزمودن دو فرضیه تحقیق، روایتهای مختلف فیلم و انیمیشن از کهنروایت «زیبای خفته» که به فاصله ۵۵ سال توسط کمپانی دیزنی ساخته شده است؛ مورد تجزیه و تحلیل قرار گرفته است. به نظر میرسد در روایت جدید، مفاهیم کلیدی همچون بیگانههراسی، دموکراسی، احترام به طبیعت، مفهوم عشق حقیقی، مطلقگرایی و نگرشهای قومی، نژادی و جنسیتی با رویکردی متفاوت از روایت اصلی برای کودکان ارائه شده است و از آنها به عنوان طرحوارههای نیازمند تغییر استعمال شده است. نتایج تحقیق در گام نخست در گروه کانونی و سپس با استفاده از پرسشنامه مورد ارزیابی قرار گرفته است. نتایج نشان میدهد که طرحوارههای کلیدی در روایت مدرنتر دچار دگرگونی شدهاند که بر اساس روش تحلیل لایهای علتها، این امر میتواند با تغییر ذهنیت در کودکان منجر به شکلگیری آیندهای متفاوت شود.

نظریه سینمای دولتی ایران (تحلیل سیاستگذاری سینمای پس از انقلاب با تأکید بر سیاستهای بنیاد سینمایی فارابی)
نظریه سینمای دولتی ایران بیانگر نحوه مواجهه دولت جمهوری اسلامی با رسانه سینماست؛ رسانهای که رهبران انقلاب از همان ابتدا با تأکید بر اهمیت آن، «تغییر فرم» آن را در حکومت اسلامی وعده دادند و خواستار نظارت و دخالت دولت در آن شدند. با تأسیس «بنیاد سینمایی فارابی» در سال 1362، این خواسته محقق و از آن تاریخ، سینمایی که دولت خواهان تولید و توزیع آن بود، با اعمال سیاستهای سینمایی فارابی و هدایت و حمایت این «بنیاد» شکل گرفت.در این پژوهش تلاش شده تا سیاستگذاریهای سینمایی «بنیاد سینمایی فارابی»، نوع سینمای مورد هدایت و حمایت بنیاد و نیز روایت سیاستگذاران سینما و مدیران فارابی در پنج دولت بعد از انقلاب، با رویکرد نهادگرایی تاریخی و روش «تحلیل روایت»، در سه بخش تولید فیلم، نمایش آن و جشنواره فیلم فجر شناسایی و تحلیل شود.یافتههای این تحقیق نشان میدهد سیاستگذاران و مدیران بنیاد سینمایی فارابی از زمان تأسیس تاکنون در اندیشة تولید فیلم ایرانی و ایجاد سینمای ملی بودهاند اما هرکدام با برداشتی خاص و متفاوت از رسانه سینما و مفهوم سینمای ملی و مخاطبان آن، اقدام به سیاستگذاری در سینما و ایجاد نظام خاص تولیدوتوزیع فیلم در ایران کردهاند. بر مبنای این تحقیق، سیاستگذاران سینمای ایران فهم یکسانی از اینکه کدام نوع سینما میتواند در خدمت مردم و انقلاب باشد، ندارند. آنها همچنین در مواجهه با منتقدان خود توافقی در تعریف مشترک از فرهنگ، ارزش، مردم، سینمای ملی و منافع ملی ندارند، از اینرو برای اثبات حقانیت خود دائم در نزاع ارزشی با همدیگرند.

امکان سنجی تأسیس رسانه های دیداری و شنیداری خصوصی به موازات رسانه ی ملی از منظر نظام حقوقی ایران
خصوصی سازی در شکل ظاهری عبارتست از فرآیندی که طی آن وظایف و تاسیسات بخش دولتی در هر سطحی به بخش خصوصی انتقال داده می شود. سیاست خصوصی سازی به عنوان بخشی از یک سیاست تعدیل ساختار اقتصادی از اوایل دهه 80میلادی از طرف تعداد معدودی کشور صنعتی به اجرا گذاشته شد و رفته رفته به سایر کشورها سرایت پیدا کرد. کشور ایران در مقایسه با سایر کشورها جزء متأخرین اجرا کننده برنامه های خصوصی سازی است. هدف مشترک خصوصی سازی در کشورهای مختلف با شرایط و ویژگی های متفاوت از جمله ایران، تقریباً چیزی جزء بهبود بخشیدن به اوضاع و شرایط اقتصادی نمی تواند باشد. از جمله صنایع بزرگی که در ایران در مالکیت و انحصار تام دولت قرار دارند، رادیو و تلویزیون هستند. این در حالی است که به استناد تجربه های تاریخی و علمی موجود در جهان ایجاد انحصار و موقعیّت های ویژه و رانتی برای شخصیّت های حقیقی یا حقوقی در عرصه های مختلف اقتصادی، فرهنگی، اجتماعی و... اغلب موارد پیامدهای منفی و خسارات هنگفتی به دنبال دارد. با توجه به مطالب ذکر شده و اهمیت آن ها، هدف این پژوهش بررسی امکان تاسیس رسانه های دیداری و شنیداری خصوصی در راستای رسانه ملی و در کمک به اجرای اهداف حاکمیتی کشور در کنار رسانه ملی و همچنین بررسی ضرورت ورود بخش خصوصی به این بخش می باشد ؟

حکمرانی الکترونیک: تحلیل استنادی پژوهشهای ملی و بینالمللی با رویکردی به آینده ایران
در این پژوهش سعی شده تا با تحلیل استنادی تمام پژوهشهای ملی و مقایسه آنها با پژوهشهای بینالمللی، ابعاد و حوزههای مهم حکمرانی الکترونیک که متأسفانه علیرغم اهمیت زیاد تاکنون در کشور مغفول مانده مشخص شوند. پژوهش حاضر ازلحاظ هدف کاربردی و ازلحاظ روش پژوهش از نوع توصیفی-تحلیلی با استفاده از روش تحلیل استنادی است. جامعه آماری آن شامل 15 مقاله و 4 پایاننامهی داخلی و 737 مقاله بینالمللی از 6 بانک اطلاعاتی برای مقالات داخلی و پایگاه اسکاپوس برای مقالات بینالمللی است، این پژوهش فاقد مدل نمونهگیری است به دلیل آنکه تمام مقالات بدون محدودیت زمان و حوزهی پژوهش با روش تمام شماری موردبررسی قرار گرفتند. ابزار گردآوری دادهها، مطالعهی کتابخانهای و جستجوی نظاممند در بانکهای اطلاعاتی و آنالیز ریزالت پایگاه اسکاپوس و پیادهسازی و تحلیل دادهها در نرمافزار اکسل در قالب آمار توصیفی است. نتایج این پژوهش حاکی از آن است که درحالیکه اهمیت موضوع حکمرانی الکترونیک در سطح ملی تا حدی است که منجر به تصویب و ابلاغ لایحهای بنام حکمرانی الکترونیک در کشور شده است اما کمیت پژوهشهای انجامشده بسیار کم است و همین میزان اندک از پژوهشها هم کاملاً پراکنده و بهدوراز روندی نظاممند هستند.
