مرکز بررسی‌های استراتژیک ریاست جمهوری مطالعات راهبردی سیاستگذاری عمومی 2538-5038 5 17 2015 05 01 Futures Study of Iran’s Cyberspace Services Trends in the Technological Process of Globalization, Using Delphi Method آینده‌پژوهی، روندهای خدمات فضای مجازی ایران در فرایند تکنولوژیک جهانی شدن با روش دلفی 92 123 12743 FA Journal Article 2014 09 03   This research aims at studying future trends in information technology and communications through futures study and cyberspace services presentable in Iran in its technological globalization process. To this end, through library research and documentary studies, effective trends in the future of cyberspace services were identified which include: 1. Upstream documents, 2. Establishing Iran’s national center for cyberspace, 3. Cultural and social changes in the use of internet, 4. Development of technological infrastructure and modern information and communication tools, 5. E-literacy expansion, 6. Facilitating usage and applicability of cyberspace services, 7. Relatively low cost of cyberspace services. Employing Delphi method of futures studies, probable future of cyberspace services was defined within the frameworks of absolute future, parallel future, complementary future, and shadow future. Based on the results obtained from the analysis of 18 experts of the field and consensus view of the elites considering the surrounding trends regarding probable futures, parallel presentation of cyberspace services in the next 10 years with the score of 87.66 was regarded as the first priority. Furthermore, the optimal future of cyberspace services in Iran was decided by % 92.65 of the elites as offering parallel cyberspace services in the country. According to this futures study, it is recommended that  decision making organizations such as the National Center for Cyberspace and Ministry of Communications and Information Technology take note of the above points in their scenarios and planning priorities.   تحقیق حاضر با هدف مطالعه و رصد تغییرات آینده‌ی خدمات حوزه‌ی فناوری اطلاعات و ارتباطات از طریق آینده‌پژوهی و خدمات فضای مجازی قابل ارائه در ایران در فرایند تکنولوژیک جهانی شدن این کشور، انجام شده است. به همین منظور، ابتدا با روش مطالعات اسنادی و کتابخانه‌ای، روندهای موثّر در آینده‌ی خدمات فضای مجازی شناسایی گردیدند که عبارتند: 1. اسناد بالادستی2. تشکیل مرکز ملی فضای مجازی ایران 3. تغییرات فرهنگی و اجتماعی در به‌کارگیری اینترنت 4. رشد زیرساختهای فناوری و ابزارهای نوین اطلاعاتی و ارتباطی5. گسترش سواد الکترونیکی 6. سهولت استفاده و کاربردپذیری خدمات فضای مجازی 7. هزینه‌ی نسبتاً کم خدمات فضای مجازی. در ادامه با استفاده از روش آینده‌پژوهی دلفی، آینده‌ی محتمل خدمات فضای مجازی در قالب آینده‌‌ی مطلق، آینده‌ی موازی، آینده‌ی مکمل و آینده‌ی سایه‌ای، تعریف شد. بر اساس نتایج بدست آمده از بررسی دیدگاه‌های 18 نفر از صاحب نظران این حوزه و نظر اجماعی خبرگان با توجه به روندهای محیطی و محاطی بر آن در خصوص آینده‌های محتمل، ارائه‌ی موازی خدمات فضای مجازی برای آینده‌ی ایران در افق 1404، با امتیاز اجماعی 87.66،در اولویت اول قرار گرفت؛ همچنین آینده‌ی مطلوب خدمات فضای مجازی در آینده‌ی ایران، ارائه‌ی موازی خدمات فضای مجازی با امتیاز اجماعی92.65 درصدی خبرگان، تعیین گردید. با توجه به این آینده نگری، توصیه می‌شود سازمان‌های تصمیم گیر در این خصوص مانند سازمان فضای مجازی و وزارت ارتباطات و فناوری اطلاعات، موارد فوق را در سناریوها و اولویت‌های برنامه‌ریزی خود، مدنظر قرار دهند.   https://sspp.iranjournals.ir/article_12743_701348eb3b6b2574acfaa8058063dc58.pdf
