Multiculturalism societies have dealt with this problem in different ways that are reflected in their ethnic policies. This paper attempts to attain a theoretical model and optimal policy by examining and evaluating ethnic policies. Develop an analytical model for this purpose. According to this model, ethnic policies is the product of the relationship between the three factors of state, nation and ethnicity. Ethnic policy is determined by the weight, nature, and type of interactions between the elements of this model. The article claims that the type of government and governance, the degree of weakness and power of the state, and the state's view of the nation and ethnicity have had a significant impact on the patterns and models of ethnic policies in different societies. So, in the framework of the triangle of state, nation and ethnicity, the citizenship model has been suggested as the preferred model of ethnic policies. مساله نظم و وفاق اجتماعی فراگیر یکی از مسائل اجتماعی کنونی در جوامع چندفرهنگی و چندقومیتی به شمار می‌رود. چگونگی مواجهه و نحوه حل این مساله در طول چند دهه گذشته در بین جوامع متنوع نشان دهنده رویکردهای نطری و تفاوت در عملی است که خود را به شکل سیاست قومی این جوامع نشان می‌دهد. در این مقاله درصدد بوده‌ایم تا با بررسی سیاست‌های قومی و ارزیابی آنها به یک مدل نظری و سیاست قومی مطلوب برسیم. به لحاظ روش‌شناسی این مقاله در سنت سیاست‌پژوهی و با کاربست روش ارزیابیِ انتقادی و استفاده از تکنیک پژوهشی مطالعه اسنادی نوشته شده است. بدین منظور پس از مفهوم‌شناسی مرتبط با مساله و مرور اسنادی در سیاست‌های قومی تلاش شده است تا یک مدل تحلیلی ساخته شود. سیاست قومی مطابق این مدل محصولِ یک رابطه سه‌گانه بین سه عامل دولت، ملت و قومیت است که تحت تاثیر وزن، ماهیت و نوع روابط متقابل بین این عناصر تعیین می‌گردد. ادعای مقاله این است که اولاً نوع حکومت و حکمرانی، ثانیاً درجه ضعف و قدرت دولت و ثالثاً نگاه دولت به ملت و قومیت تاثیری مهم بر الگو و مدل‌های سیاست قومی در جوامع مختلف داشته است. در نهایت در چارچوب مثلث دولت، ملت و قومیت، الگوی شهروندی به عنوان الگوی مطلوب سیاست قومی پیشنهاد شده است. https://sspp.iranjournals.ir/article_244257_ba9e5c2294629d0eb5f1f91ec10cdb5a.pdf
