In this article, after presenting the opportunities of this industry for the Iranian economy, using game theory approach and collecting the opinions of 58 experts and activists of cryptocurrencies in the form of a questionnaire, we analyze the governance and policy making model in this field and make suggestions to policy makers. It seems that the design of the government mechanism for regulating the mining industry will not lead to an optimal equilibrium in the country that the government and its activists will not benefit from, so the government can modify its policies to allow the country to achieve an optimal equilibrium. Finally, in the process of regulating new technologies in the country's economy, it is suggested that the views of various stakeholders be considered by policymakers. در سال‌های اخیر موضوع تنظیم‌گری فناوری‌های نوین، به یکی از چالش‌های مهم سیاستگذاران در هر کشوری تبدیل شده است؛ در این راستا یکی از حوزه‌هایی که اخیرا مورد توجه نهادهای ذی‌ربط قرار گرفته شده، نحوه فعالیت استخراج رمزارزها درکشور است. در این مقاله سعی شده پس از بیان فرصت‌های این صنعت برای اقتصاد ایران، با بهره‌گیری از رویکرد نظریه بازی‌ها و جمع‌آوری نظرات 58 نفر از صاحب نظران و فعالان رمزارزها در قالب پرسشنامه، به تحلیل مدل حکمرانی و سیاست‌گذاری در این حوزه پرداخته و پیشنهادهایی به سیاست‌گذاران بیان شود. به نظر می‌رسد طراحی مکانیزم دولت در تنظیم‌گری صنعت استخراج در کشور، به تعادل غیربهینه‌ای در اقتصاد منجر خواهد شد که دولت و فعالان این حوزه از منافع آن بهره‌مند نخواهند شد؛ لذا دولت می‌تواند با اصلاح سیاست‌های خود امکان رسیدن به یک تعادل بهینه را برای اقتصاد کشور ایجاد کند. در نهایت پیشنهاد می‌شود در فرآیند تنظیم‌گری فناوری‌های نوین در اقتصاد کشور، نظر ذینفعان مختلف مورد توجه سیاستگذاران قرار گیرد. https://sspp.iranjournals.ir/article_245878_48d59c2b4bf77d015cb017028ae6ea19.pdf
