Journal Article 2021 08 25 This study tries to extract and prioritize strategies for achieving scientific leadership in Iran<br />based on the country’s upstream documents. This research is applied in terms of purpose<br />and descriptive-analytical in terms of method. Common strategies and measures<br />to achieve the leadership extract using the method of document mining analyzed the<br />content of documents related to science and technology and examine their interaction<br />and communication with a questionnaire from experts in this field and to analyze the<br />findings, used the approach of “interpretive structural modeling”. According to findings,<br />some strategies are strongly influenced by the advancement of other measures, so that<br />the output and consequences of attention to other strategies will lead to the following<br />achievements, these strategies including: “Improving educational programs and methods<br />and improving the quality and quantity of research centers and activities.” And “Development<br />and strengthening of national and transnational communication networks<br />between universities, scientific centers, scientists and researchers, and technology development<br />and innovation firms.” Accurate focus on some strategies such as “promoting the<br />desired level of science production” and “improving the productivity of human resources<br />of scientific and research institutes” will pave the way for achieving the desired position<br />in the field of science and technology on an international scale. این پژوهش به دنبال استخراج و اولویت‌بندی راهبردهای دستیابی به مرجعیت علمی در ایران بر مبنای اسناد بالادستی کشور است.این پژوهش ازنظر هدف، کاربردی و ازنظر روش، توصیفی - تحلیلی است. با روش سندکاوی به بررسی محتوای اسناد مرتبط با علم و فناوری، راهبردها و اقدامات مشترک برای دستیابی به مرجعیت استخراج و تعامل و ارتباطات آنها با پرسشنامه از متخصصان این حوزه نظرسنجی انجام و به‌منظور تحلیل یافته‌ها نیز از رویکرد «مدل‌سازی ساختاری تفسیری» بهره گرفته شد.براساس بررسی‌های صورت گرفته برخی راهبردها به‌شدت متأثر از پیشبرد سایر اقدامات هستند به‌نحوی‌که خروجی و پیامد توجه به سایر راهبردها، دستاوردهای زیر را در پی خواهد داشت ازجمله: «اصلاح برنامه‌ها و روش‌های آموزشی و ارتقاء کمی و کیفی مراکز و فعالیت‌های پژوهشی» و «توسعه و تقویت شبکه‌های ارتباطات ملی و فراملی میان دانشگاه‌ها، مراکز علمی، دانشمندان و پژوهشگران و بنگاه‌های توسعه فناوری و نوآوری». تمرکز دقیق بر برخی راهبردها مانند «ارتقاء سطح مطلوب تولید علم» و «ارتقای بهره‌وری منابع انسانی مؤسسات علمی و پژوهشی» زمینه‌ساز دستیابی به جایگاه مطلوب در حوزه علم و فناوری در مقیاس بین‌المللی خواهد بود. https://sspp.iranjournals.ir/article_251122_8753e94fb55b85e9ff61aef875a1daa2.pdf
