An important part of these confrontations has been effective in identifying problems and shaping the agenda of policy makers in cinema. Important factor in the policy-making in an individual-centered system is the issue of personality that influences these confrontations. In this study, by asking the question of how the state acts as the main player in the policy-making process in the face of problems in the field of cinema, the dimensions of the problem and the policy maker’s personality are examined. And typology of the different types of responsiveness and expectation in the field of policy making has adapted by using a behavioral model in developmental psychology. In this adaptation, characteristics were drawn for the four types of "authoritarian", "authoritative or decisive", " unengaged” and " permissive " in the field of policy-making, and then by using a survey method and designing a closed questionnaire, Necessary data were collected from 53 people related to Iranian cinema. The findings of the study indicate that the general approach of policy makers in Iranian cinema in choosing a problem or solution is based on "the urgency of the problem" and "external pressure" and "doing something in the management period". And, somewhat contrary to them, "Paying attention to the needs of filmmakers" is less of a concern for policy makers in Iranian cinema. سینمای ایران خاستگاهی دولتی دارد و تا کنون نیز انواع رودرویی­‌های مثبت و منفی را میان سینماگران و دولتمردان(سیاستگذاران) شاهد بودیم. بخش مهمی از این رودروی­‌ها بر شناسایی مسائل و شکل­گیری دستورکار سیاستگذاران تاثیر گذار بوده است. عامل مهم شخصیت سیاست­گذار در یک نظام فردمحور موضوعی است که در این رودرویی­‌ها تاثیرگذار است. در این پژوهش با طرح این پرسش که متولی دولتی سینما به عنوان عامل اصلی در فرایند سیاستگذاری برای سینما در مواجهه با مسائل حوزه سینما چگونه عمل می­کند، به بررسی ابعاد مساله و شخصیت سیاستگذار پرداخته و با استفاده از مدل رفتاری در روانشناسی رشد برای سنخ شناسی تیپ‌های مختلف در پاسخگویی و توقع داشتن، آن را در حوزه سیاستگذاری انطباق داده است. در این انطباق ویژگی­هایی برای چهار تیپ «مستبد»، «مقتدر یا قاطع»، «بی­تفاوت» و «آسان­گیر» در حوزه­ی سیاستگذاری ترسیم گردید و سپس با استفاده از روش پیمایشی و طرح پرسشنامه بسته برای 53 نفر از ذینفعان سینمای ایران، داده­های لازم گردآوری شد. یافته­های پژوهش بیانگر آن هستند که رویکرد عمومی سیاستگذاران سینمای ایران در تصمیم­گیری برای انتخاب مساله یا راه حل مبتنی بر «حاد بودن مساله» و «فشار بیرونی» و «انجام کاری در دوره مدیریتی» است و امرِ تاحدی خلاف آنها یعنی «توجه به نیاز سینماگران»، کمتر مورد نظر آن­ها است. https://sspp.iranjournals.ir/article_251125_e84cc84982940045244ff27ece06e8e0.pdf
