This is due to the erosion of governments and fading of borders which are themselves due to the decrease in the authority of central governments and increase in the functions of regional states and governments. In such a horizontal atmosphere in the global governance which is based on multilateral, multilayered and multi-faceted governance, participation of subnational players such as cities, within the framework of urban diplomacy, is increasing. This research investigates the effects of globalization on paradiplomacy, and it is based on a case study of urban diplomacy. The hypothesis is that in the globalization era, paradiplomacy has been reinforced and therefore as a result of increasing levels of “self-governance”, the participation level of regional governments and autonomous entities in foreign relations, especially in the fields of economic, commercial, cultural, and educational cooperation, has increased. پارادیپلماسی یا دیپلماسی موازی، به‌معنای نقش‌آفرینی هویت‌های فرو ملی در عرصه سیاست خارجی و مشارکت آنان، مستقل از حکومت مرکزی در عرصه روابط بین‌الملل، از اهمیتی فزاینده در عصر جهانی‌شدن برخوردار شده است. ازآن‌رو که با توجه به فرسایش حاکمیت‌ها و کم‌رنگ شدن مرزها، حدود و حیطۀ اختیارات حکومت‌های مرکزی در حال کاهش و کارکرد حکومت‌های محلی در حال افزایش  است. در چنین فضای افقی در حکمرانی جهانی مبتنی بر حاکمیت چند سطحی، چندگانه و چند لایه، مشارکت بازیگران فروملی از جمله شهرها در چارچوب دیپلماسی شهری رو به افزایش است. این مقاله در پاسخ به پرسش تأثیر جهانی‌شدن بر پارادیپلماسی و براساس مطالعه موردی دربارۀ دیپلماسی شهری بر این فرضیه استوار است که پارادیپلماسی در عصر جهانی‌شدن تقویت یافته است ازآن‌رو که در نتیجۀ سطوح فزاینده "خود حکمرانی" میزان مشارکت حکومت‌های محلی و تمامیت‌های خودگردان در عرصه روابط خارجی به‌ویژه در زمینه همکاری‌های اقتصادی، تجاری، فرهنگی و آموزشی افزایش یافته است. https://sspp.iranjournals.ir/article_5698_7f848746fe2599dc199a75f0d02fc3d6.pdf
