It is now time to assess their deficiencies and obstacles in light of the experience of other countries in regards to innovation agencies and science, technology, and innovation councils. This qualitative study employed a literature analysis and semi-structured interviews with researchers, present and previous management of these agencies, and Iranian innovation funds. According to the findings, the responsibilities and efficacy of Iranian innovation agencies are not transparent, and they face a number of challenges, including resource limitation and scattering, unstructured mechanisms for resource mobilization, inappropriate and late prioritization of technologies, and a lack of clarity regarding responsibility boundaries with respect to other science and technology institutions. To address these issues, the paper suggests analysis, formation, and elimination of innovation agencies through the formation of an agile structure and upstream organization, providing proposals for innovation ecosystem development by the agencies, establishing multilateral agreements between each agency, the relevant ministry, and the Plan and Budget Organization, and introducing a typology for innovation agencies. آسیب‌شناسی ستادهای توسعه فناوری معاونت علمی و فناوری ریاست‌جمهوری با توجه به تجربه بیش از یک دهه و نیز تجارب دیگر کشورها حائز اهمیت است. در این پژوهش کیفی به گردآوری داده از طریق مطالعه اسناد کتابخانه‌ای و مصاحبه نیمه‌ساختاریافته با دبیران و کارشناسان ستادهای توسعه فناوری‌، مدیران فعلی و سابق صندوق‌ها و سایر افراد فعال و مطلع در نهادهای مرتبط علم و فناوری پرداخته‌شده‌است. علی‌رغم تجربیات موردی موفقیت‌آمیز ستادها در توسعه فناوری، این ستادها با چالش‌هایی در تحقق مأموریت‌های خود مواجهند. مسئولیت‌های ستادها و اثربخشی فعالیت‌های آن‌ها شفاف نیست و با چالش‌های ‏مختلفی از جمله محدودیت منابع و پراکنده بودن آن‌ها، سلیقه‌محور بودن سازوکارهای تجهیز منابع برای طرح‌ها، اولویت‌بندی نامناسب و با تأخیر فناوری‌ها و نامشخص بودن مرز مسئولیت‌ها در مقابل دیگر نهادهای متولی ‏مواجه‌اند. در راستای حل این چالش‌ها، در ارتباط با بخش پیشینه پژوهش، راهکارهایی نظیر ارزیابی، تشکیل و انحلال ستادهای توسعه فناوری از طریق تأسیس ساختار چابک و فراسازمانی بالادستی، ارائه طرح‌های پیشنهادی توسعه زیست‌بوم نوآوری توسط ستادها ، ایجاد موافقت‌نامه چندجانبه میان ستاد، وزارتخانه مرتبط، سازمان برنامه‌وبودجه و معرفی مدلی برای دسته‌بندی ستادها پیشنهادشده‌است. https://sspp.iranjournals.ir/article_701561_8242ae4c0329a580e63bb4d4f1e32756.pdf
