Guidelines for preparing articles for the Strategic Studies Quarterly of Public Policy
Dear authors,
With greetings and respect
The Strategic Studies Quarterly of Public Policy is published with the distinction of the Center for Strategic Studies of the Presidential Institution, in order to present the theories and scientific findings of researchers, as well as to provide information about public policy issues. This journal consists of two sections:
- Scientific-research article
- Policy report
In writing a scientific-research article, authors must adhere to the guidelines and framework of the journal. In the review, in addition to reviewing the content of the articles, attention is also paid to these matters. Some points are also mentioned at the end of this article regarding the preparation of policy reports, translations, reviews, and book reviews.
Each author must submit two files: 1. The main file of the article: a file without the author’s name and details. and 2. The file of authors’ details in order of priority and with complete details and specifying the responsible author
The article must be typed and sent electronically by registering on the journal website at http://sspp.iranjournals.ir/.
Article structure
Abstract ← Keywords ← Introduction (statement of the subject, purpose and necessity)

...
Reference writing
- Article references should be included in the text and should be written exactly as follows:
(Author's last name, year of publication: page number)
Example: (Mohammadi, 2016: 15)
(Gradner, 1993: 10)
References to Persian sources should be in Persian script (from right to left) and references to Latin sources should be in Latin script (from left to right).
- If the book has a volume, the volume number comes after the year. The year and volume numbers are separated by a slash (/).
Example: (Mohammadi, 1/1395: 15)
- Reference to a work with two or three authors:
(Nik-Azar and Kharaat, 1386: 5).
(Mahmoudian, Mollahi Karai and Akhbari Far, 1379: 47).
- Reference to a work with more than three authors:
(Tabesh and others, 1380: 76).
In referring to Latin sources, “et al” is used instead of “and others”.
- If a single author has published two different works in one year, to avoid mistakes, a symbol (usually the letters of the alphabet) is used after mentioning the year of publication:
(Author’s last name, year of publication A: page number).
(Author’s last name, year of publication B: page number).
In bibliographies, the letter A or B is also mentioned after mentioning the year.
In referring to Latin sources, the English alphabet letters (“a”, “b”, ...”) can be used after the year instead of “الف”, “ب”, etc.
- If the original source is not available to the author and he/she is forced to cite another work in which the original source is cited, the last name of the original author should be mentioned first; then the phrase “quoted from” should be written, and finally the details of the work that was used:
(Last name of the author of the original work, quoted from: author of the subsequent work, year of publication: page number).
(Ghani, quoted from: Moein, 2010: 354).
In the bibliography, the details of the second source should be given.
In citing Latin sources, “quoted in” should be used instead of “quoted from”.
- In referring to the same material that has been cited in several sources, the author should write the sources in order of their importance, according to his/her own judgment; If not, it is better to arrange them in order of the date of writing or publication or, if the date is unknown, in alphabetical order (by the author's last name). In these cases, the sources are separated by a semicolon (;):
(Author's last name, year of publication: page number; Author's last name, year of publication: page number).
You can use phrases such as "and also" in Persian and "cf." in citing Latin sources before citing the second source.
- If the reference or references are to the same work or other works by the same author, avoid using words such as "heman", "homo", and "ibid." and give the reference in full.
- If the author is unknown, the name of the work comes first in italics:
(name of the work, ...).
- If the name of an organization, group, publication, or legal entity is cited as the author, the name of that organization is cited first.
- In references to radio and television programs where no one can be identified as the author, as well as to content on websites and news in newspapers and other publications written by the administrators of their websites and publications, the name of the organization and website should be given instead of the author:
Simay Jomhuri Islaami Iran. ...
Iranian Students' News Agency. ...
- If the date of publication, writing, editing, or approval of a work is not known, the phrase "until" is given in parentheses instead of the date.
(Author's last name, until: ...).

Encyclopedia article with author
If all entries are authored by the same person or the name of a group of authors is listed as the author, the book citation style is used and the title of the article does not need to be mentioned. However, if there are multiple authors, the author's name and the title of the article must be given:
Masoumi Hamedani, Hossein. 2009. "Sohrab Sepehri". Encyclopedia of Persian Language and Literature. Supervised by Esmaeil Saadat.
Volume 3. Edition 1. Tehran: Farhangestan Zaban va Adab Farsi. pp. 607-614.
Encyclopedia article without author
This method is used if most of the encyclopedia articles have the author's name, but for some of them the author's name is not listed:
"Adineh". 2001. Encyclopedia of Persian Literature. Supervised by Hassan Anousheh. Volume 1. Edition 2. Edition 2. Tehran: Ministry of Culture and Islamic Guidance,
Printing and Publishing Organization. pp. 5-6.
Collection article

20 October. Available at: http://www.ibna.ir/fa/doc/note/228325 [22/07/2015].
If the article is “news” or in any case does not have the author’s name, the surname and name are omitted and the reference begins with “article title”.
In citing English sources, instead of “available at: ...”, write: available at: …
Mehzab, Masoud. 2018. Simulation of a Ray Telescope. Master’s Thesis. Sharif University of Technology
It is important to note that when citing English sources:
- These and similar terms should be used to introduce the secondary author: “translated by…” instead of “translation of…”; “edited by…” instead of “editing of…”; “compiled by…” instead of “compiling of…”; “revised by…” instead of “reviewing of…”; and “introduction by…” instead of “with an introduction/with a preface to…”.
- Instead of edition, we write “ed”. For example, we write the third edition: “3rd ed”.
- Instead of “page”, we use “p.” (short for “page”) and instead of “pages”, we use “pp.”; for example, they write: “p.12” and “pp.12-15.”
- For more information on referencing, see: Sayyidan, Maryam. 2017. Introduction to the rules of scientific and administrative writing. Tehran: Sharif University of Technology Scientific Publishing Institute.
Typesetting and page layout of the article
- The volume of scientific-research articles should not be less than 5,000 words and more than 7,000 words (from the beginning of the second page - the title and abstract in Persian - to the end of the references, excluding appendices and abstract in English).
- Articles should be written in accordance with the style guide of the Persian Language and Literature Academy. For this purpose, refer to the two books: Persian Calligraphy Grammar and Persian Calligraphy Spelling Dictionary with the following specifications:
Persian Calligraphy Grammar: Approved by the Persian Language and Literature Academy. 2015. 13th edition. Tehran: Persian Language and Literature Academy (Publishing Works).
Sadeghi, Ali Ashraf and Zahra Zandi Moqaddam. 2015. Persian Calligraphy Spelling Dictionary. 7th edition. New edition. Tehran: Persian Language and Literature Academy (Publishing Works).
- It is essential to observe half-spacing (in phrases such as "policy-making", "Persian language", etc.) and small spaces (in phrases such as "my letter", "ideal society", etc.).
- The article should be typed in Word 2010 software with a top margin of 3, bottom 7, left 4 and right 5 cm with a single line spacing.
- Persian writings should be typed in BZar font and Latin writings should be typed in Times New Roman font according to the following table:
- Figures, tables and mathematical relations should each be numbered separately and in the order 1, 2, 3 (from the beginning to the end of the article). "Diagram" is a subset of "Figure"; for example, it should be written:
Figure 1. Graph of changes in the indices of...
The title of the table is written above it and centered.
The title of the figure is written below it and centered.
Other points
- Authors should note that the submitted articles have not been published, presented, or submitted simultaneously in any domestic or foreign journal or conference.
- After submitting the article, it is not possible to delete, add, or change the order of the authors' names.
- If referee comments are submitted, the revised article file should be sent along with a letter reporting the amendments made by the responsible author.
- Initial acceptance of the article is subject to compliance with the article compilation guidelines, and final acceptance and publication are subject to the approval of the refereeing council, and in any case, the result will be announced to the author.
- After scientific review and evaluation, the articles are put in the queue for publication if approved by the editor and editorial board.
- The quarterly is free to summarize and edit the linguistic and technical aspects of the submitted articles.
- The volume of the "Political Report" as well as the "Criticism and Review" is at least 800 and at most 4500 words. It includes an abstract and keywords, and its structure must follow a systematic and coherent method and must include an introduction, text, and conclusion. In addition, in the “Policy Report”, it is necessary to add a section titled “Suggestion”. The way to compile figures and tables, as well as the method of writing references and bibliography, is similar to scientific-research articles.
- In translated articles, references and bibliography are not translated into Persian, but the translator must coordinate these items with the journal’s style guide. The contents of figures and tables are translated into Persian. The translator must also send the article file in the original language along with the translation file.
