Comparative study of the role of NGOs in the public policy making in Iran and selected countries

Abstract

Background and Objectives: In recent decades, Non Governmental Organizations have become increasingly important as the third pillar of democracy and civil society representative , and governments have tried to use the capacity of these organizations in public decision making and policy making. The purpose of this paper is to analyze the role of NGOs in the process of public policy making in Iran and the five European countries and their degree of participation in this process
Method: This research has been conducted with a qualitative strategy, descriptive by purpose and library by method, based on document analysis and with the development research approach. The countries of England, Hungary, Estonia, Croatia and Romania were selected to conduct a comparative study according to the history of the presence and activities of NGOs, and detailed studies of these countries, according to the criteria of the context of activity of these organizations ,supportive documents and policies, institutional mechanisms, and the fields of their participation in the public policy making were carried out
Findings: Some countries have adopted comprehensive laws in the parliament or the government to support the activities of NGOs, and have provided formal structures and committees for consultation with civil institutions. In addition, by using physical and virtual tools and formal processes, capacities for the participation of NGOs in the process of policy making from problem analysis to the formulation of the agenda and the formulation and approval of the policy have been provided..
