Abstract

The study of the experience of the developed and industrialized countries of the world has shown that without the full participation of the private sector, the development of technology will not take place. The role of the government should be to provide the pathway of the development and commercialization of technology and the prosperity of the technology-based business in the private sector. While in our country the dominance and influence of the public sector in most areas related to technology development does not leave room for the private sector and even has a counterproductive role in commercialization. Meanwhile, some organizations and institutions of the country have made efforts to evade government management, utilize the capabilities of the private sector and provide the appropriate structure and mechanism for the development of technology. In this paper, the experience of the Atomic Energy Organization, the Aerospace Industries Organization, the Ministry of Energy and the Industries Development and Renovation Organization (IDRO) in technology development path was explored and structural strategy to address these problems has been reviewed. In this study, expert meetings were held to review and analyze the experiences of these organizations and provide an improvement proposal.
