Abstract
The geopolitical developments of the Middle East and the requirements of new regionalism in the foreign policy of the 13th government. The regionalization of the global governance structure is one of the new phenomena of politics and international relations that has appeared in different levels and models during the last two decades. In the meantime, the Middle East is one of the regions that has always been placed in a geopolitical monopoly due to the collision of the interests of the big extra-regional powers, and in this structure, the formation of any structures based on convergence and independent regional security-political arrangements has become impossible. As a regional power, the Islamic Republic of Iran has always looking for shape regional political-security arrangements without interference of extra-regional powers. at the present time (after 2020), with the fundamental developments, the region has been removed from the geopolitical monopoly of the two superpowers, America and Russia, and conditions have been provided for regional actors to create a kind of independent dynamism and alignment at the regional level. This article, while emphasizing the effective role of the Islamic Republic of Iran, It is based on the assumption that the 13th government can use the capacity created in the shadow of the breaking of the monopoly of the great powers by adopting a foreign policy based on neo-regionalism to create a basis for a kind of trust-based system and de-security with the countries of the region.
