Abstract
Based on the summary of the opinions of experts and experts in the field of energy imbalance, it is possible to address the challenges of the energy sector in general by prioritizing reform of the energy governance structure, integrated energy planning and management, proper implementation of energy optimization projects, rationalizing prices and targeting the energy subsidy system along the energy production chain to consumption, and diversifying the energy production and consumption portfolio by increasing the share of renewable, nuclear, and coal resources (with due regard for environmental considerations) in electricity production. Accordingly, it is necessary to put a step-by-step reform of the prices of energy carriers along the production chain to consumption, along with the implementation of principled methods of controlling subsidized consumption with public participation until the complete elimination of energy subsidies in the form of a comprehensive package on the government's agenda. With this measure, firstly, by reforming energy prices on the one hand and using complementary incentive tools to the plan, development measures such as the development of renewable energies, the development of public transportation, and the improvement of equipment, machinery, and cooling and heating devices will gain significant momentum. Second, the development of private sector activity (domestic and foreign) in energy production, especially the development of gas fields, will be facilitated without pressure on public resources. Third, the attention of various economic actors will be focused on productivity and loss reduction, which will create vast opportunities for technological and people-based businesses. Fourth, the final consumption of the productive sectors will be based on improved territorial planning and economic benefits, and the diversification of the energy portfolio will become meaningful for them. Finally, by leveraging part of the resources obtained from this measure to implement pioneering projects, it will be possible to achieve an annual growth of eight percent.
