Investigating the role of the governance structure of the gas sector in solving the challenge of energy imbalance; (Case study: selected countries)

Abstract
A significant part of energy in the country is provided by the gas. The gas imbalance has caused a crisis in the security of this sector. The lack of a good governance system is one of the main causes of the imbalance in this sector. In this research, achievements from the experience of different countries in solving the problem of imbalance through structural reforms of the gas sector have been presented.

In the first step of the research, the analytical-descriptive method was used, which is based on library studies and forms the conceptual framework of the research. In the second step, using the method of multiple case studies, the experiences made in the gas governance structure of Gazprom of Russia, Qatar Energy and BOTAŞ of Turkey have been analyzed based on the theoretical framework. The findings of this research show that the reforms made in the gas sector of the selected countries are based on the separation of three levels- policy making, regulation and service provision. Identifying these three levels in Iran's gas sector and separating them from each other, and then including these issues in the statutes of Iran's National Gas Company, as well as paying attention to the regulatory layer through the establishment of the gas sector regulatory body, are among the recommendations of this article.
