طراحی الگوی مشارکت شهروندان در خط مشی های نظام آموزشی و پرورشی ایران با رویکرد چندروشی

چکیده

آموزش و پرورش ایران در دهه اخیر با چالش‌ها و مشکلات فراوانی در حوزه برنامه‌ریزی، بهره‌وری و تعامل میان ذی‌نفعان مواجه بوده‌است اما می‌توان از طریق تحول خط‌مشی‌ها با رویکرد جلب اعتماد والدین و جذب مساعی ایشان رویکردی نوین به مسائل این حوزه داشت. این پژوهش با هدف مدلسازی مشارکت شهروندان در خط‌مشی‌های نظام آموزشی و پرورشی ایران انجام گرفته‌است. راهبرد اجرای این پژوهش، راهبرد چندروشی می‌باشد. در مرحله اول از روش کیفی فراترکیب برای شناسایی مقوله‌های اصلی مشارکت استفاده گردید. یافته‌های حاصله از روش فراترکیب حاکی از وجود مقوله‌های توانمندی شهروندان، باورشهروندان، عدالت، گردش اطلاعات، کمیت و کیفیت اطلاعات، تشکیلات اجرائی، حمایت قانونی، عوامل اجتماعی و پیامد خط‌مشی‌های پیشین بوده است. بعد از آن به منظور تبیین ساختار روابط بین عوامل و ارائه الگو، از روش مدلسازی ساختاری-تفسیری استفاده شد که شکلی پنج سطحی نمایان گردید. بهترین تفسیر برای این مدل را می توان نردبانی بیان نمود که لازمه ورود به هر مرحله اطمینان از قابلیت اتکا به مرحله قبلی آن است. پیامد خط‌مشی‌های پیشین و عوامل اجتماعی سرآغاز، تکیه‌گاه و انرژی اولیه جامعه برای روندهای حقوقیست؛ حمایت قانونی لازمه ایجاد فرهنگ مشارکتی در فضای افکار عمومی و ساختار اداری دستگاه تعلیم و تربیت است؛ عدالت و انصاف، نمود تحقق فرهنگ مشارکتی در جامعه است که بعد از آن می‌توان روی روندهای شهروندی حساب ویژه باز نمود. مدل نهایی پژوهش نیازمند برخورد متوازن با نگاه علی اما با رویکرد فرهنگی به عوامل است تا بتوانیم بلوغ مشارکتی در نظام تعلیم و تربیت را شاهد باشیم.
