مشارکت اجتماعی و نقش آن در حل چالش ناترازی انرژی

چکیده
ناترازی انرژی یکی از چالش‌های اساسی در حوزه انرژی محسوب می‌شود که به‌صورت مستقیم توسعه اقتصادی کشور را تحت تأثیر خود قرار داده است. به‌صورت سنتی راه‌حل‌های مرتبط با رفع ناترازی انرژی در توسعه فناوری در افزایش عرضه یا افزایش راندمان مصرف (مترادف با کاهش تقاضا) طرح می‌شوند. اما به نظر می‌رسد راه‌حل‌های فناورانه پاسخی نهایی و قطعی به این چالش نیستند و احتمالاً تنها رسیدن به نقطه بحرانی را به تعویق می‌اندازند. در این راستا این پژوهش در پی شناسایی عوامل مؤثر بر مشارکت اجتماعی در توسعه انرژی‌های تجدیدپذیر و سیاست‌های توسعه‌دهنده آن است. این‌یک پژوهش کیفی است که مبتنی بر پدیدارشناسی طراحی و اجراشده است. در این پژوهش به پذیرش اجتماعی به‌عنوان یک مقوله کمتر موردتوجه قرارگرفته می‌پردازیم و ضمن بررسی تجربیات بین‌المللی منتخب از نقش این عامل در حل چالش ناترازی به بیان سیاست‌های جهت تقویت مشارکت اجتماعی در کاهش اختلاف بین عرضه و تقاضای انرژی، به‌ویژه در بخش برق خانگی، در ایران اشاره خواهیم کرد.
