نقش سنجش‌های بین‌المللی بزرگ مقیاس(ILSAs) برگزار شده توسط سازمان‌های بین‌المللی(IOs) در حکمرانی جهانی و پیامدهای آن برای ایران؛ کارکردها و سازوکار اثر گذاری

چکیده

هدف تحقیق حاضر بررسی اهمیت، کارکردها و سازوکار اثرگزاری سنجش‌های بین‌المللی بزرگ مقیاس در نظام آموزشی و همچنین نقش آنها در حکمرانی جهانی آموزشی است. با استفاده از روش سندکاوی نظام‌مند، اسناد در یک فرآیند نظام‌دار، انتخاب شده و سپس مورد تحلیل قرار گرفت. نتایج نشان داد، ایلساها که توسط سازمان همکاری و توسعه اقتصادی، و انجمن بین‌المللی ارزشیابی پیشرفت تحصیلی برگزار می‌شوند در دهه‌های اخیر یکی از مهمترین عوامل تاثیرگزار بر سیاست‌های ملی آموزشی کشورها در جهان بوده‌اند. نتایج درباره کارکرد ایلساها نشان داد که این سنجش‌ها می‌توانند به صورت شلاقی یا دماسنجی عمل کنند و در یک سازوکار چند سطحی به اثرگزاری بر روی نظام آموزشی بپردازند؛ همچنین یافته‌ها در زمینه نقش ایلساها در حکمرانی جهانی بیانگر این است که اجرا و توسعه این سنجش‌ها در سال‌های اخیر زمینه پدیدآیی نوع نرم‌تری از حکمرانی از جمله حکمرانی به وسیله اطلاعات، حکمرانی بوسیله اقناع، حکمرانی بوسیله رتبه‌دهی و درجه‌بندی، حکمرانی بوسیله شکل‌دهی عقائد و حکمرانی بوسیله مقایسه را فراهم آورده است. مشارکت ایران در سال-های اخیر سبب شکل گیری پیامدهای گوناگونی برای نظام آموزشی ایران بوده که نیاز است با شناخت به سازوکارهای نوین حکمرانی جهانی آموزشی بازنگری شود.
