بازتعریف سیاست دیپلماسی انرژی ایران درگاز طبیعی در افق ۱۴۲۰، ضرورت یا انتخاب؟

چکیده

یکی از مهمترین حوزه‌های مورد بحث و موضوع تصمیم‌گیری در دیپلماسی انرژی خرید، فروش یا معاوضه و ترانزیت انواع حامل‌های انرژی با هدف افزایش امنیت سیاسی بین‌المللی است. از میان حامل‌های مختلف انرژی گاز طبیعی به دلیل ایجاد وابستگی متقابل زیاد موضوع اصلی این مقاله است. مقالۀ حاضر، با استفاده از شیوۀ فراتحلیل و متمرکز بر وجوه کیفی آن و با بررسی اسناد بالادستی، اطلاعات و آمار مبادلات گاز طبیعی کشور و برخی رقبای منطقه‌ای به تحلیل وضع موجود (آسیب‌شناسی) و ارائۀ راهبردهای متناظر پرداخته است. رویکرد اصلی در دیپلماسی گازی ایران تاکنون تمرکز بر صادرات این حامل بوده است. تمرکز صرف بر صادرات گاز به سه دلیل، دیگر تأمین‌کننده منافع ایران نیست. اول، ظهور قطب‌های تولید و مصرف گاز در منطقه، افزایش اهمیت جغرافیایی ایران و فرصت ویژه نقش‌آفرینی در عبور و داد و ستد گاز، دوم، فعال بودن مسیرهای جایگزین برای از بین بردن مزیت ایران در عبور و داد و ستد گاز و سوم، ناترازی و کسری گاز در داخل کشور. بنابراین سیاست دیپلماسی گازی ایران با یک فرصت و یک تهدید مواجه است: فرصت افزایش اهمیت جغرافیایی ایران به دلیل رشد نقاط تولید و مصرف گاز در منطقه و تهدید کسری تراز گازی کشور. لذا صادرات‌محوری در سال‌های پیش رو تأمین‌کننده منافع ملی ایران نخواهد بود. باز تعریف این سیاست نه یک انتخاب که ضروررتی انکار ناپذیر است. توصیه حداقلی این پژوهش در پیش گرفتن سیاست ترکیبی صادرات - واردات گاز و برق بطور همزمان است.
