نقش ساختار های حکمرانی ملی در سیاستگذاری ارتقاء سلامت عمومی؛ مطالعه موردی کشورهای منطقه نوردیک

چکیده

سیاستگذاری ارتقای سلامت عمومی از جمله حوزه های مهم سیاستگذاری عمومی در کشورهای مختلف است. جهت گیری سیاسی و ساختار نظام حکمرانی ارتباط مستقیمی با کیفیت نظام سلامت عمومی کشورهای مختلف و متعاقباً درجۀ توسعۀ آنها دارد. درجۀ مسئولیت پذیری سیاسی- اجتماعی دولتها و شهروندان در رابطه با سلامت عمومی در کشورهای مختلف متفاوت است. بر همین مبنا، هدف اصلی این پژوهش شناسایی نقش و جهت گیری ساختارهای حکمرانی در کشورهای نوردیک (دانمارک، فنلاند، سوئد و نروژ) و تاثیر آن بر نظام سیاستگذاری ارتقاء سلامت عمومی در رابطه با درجه بندی مسئولیت پذیری دولت- شهروندان است. سوال اساسی پژوهش حاضر این است که آیا کشورهای نوردیک در سیاستگذاری ارتقای سلامت عمومی، جهت گیری سیاسی- ایدئولوژیک مشترکی دارند؟ مقاله بر این امر تاکید می کند که چهار کشور منطقۀ نوردیک هر کدام رویکردهای سیاسی و سیاستی متفاوتی را در این زمینه طرح ریزی کرده اند که در برخی مسائل اشتراکات و در برخی موارد افتراقاتی دارند. پژوهش بر مبنای روش واکاوی توصیفی- کتابخانه ای این رویکردها را توضیح می دهد و در نهایت بر مبنای خروجی و نتایج پژوهش و تجربیات کشورهای نوردیک، برخی توصیه های سیاستی برای بهبود نظام سیاستگذاری سلامت عمومی و درمان در جمهوری اسلامی ایران پیشنهاد می گردد.
