مفهوم‌پردازی حکمرانی مسولانه مبتنی بر فناوری اطلاعات در جهت نیل به الگوی اسلامی- ایرانی پیشرفت

چکیده

ادارۀ امور عمومی، از دیرباز، در شمار دغدغه­های اصلی جوامع گوناگون بوده است. این پژوهش به دنبال پاسخ به این پرسش است که به حکمرانی مسئولانۀ مبتنی بر فناوری اطلاعات، با توجه به رهنمودهای ناظر بر خط مشی­ الگوی اسلامی ـ ایرانی پیشرفت، چگونه توجه می­شود؟ رویکرد پژوهش استقرایی و نحوۀ انجام آن کیفی است و بر اساس نظریه­پردازی داده‌بنیاد (رویش نظریه­ها)، ابعاد قابل توجه در این رابطه استخراج و الگوی حکمرانی مسئولانۀ مبتنی بر فناوری اطلاعات بر اساس مدل پارادایم ارائه شده است. یافته­ها نشان می­دهند که فناوری اطلاعات، به مثابۀ طبقۀ محوری، بر راهبردهای تعامل و کنش همچون تمرکززدایی و انعطاف‌پذیری، سازماندهی خدمات دولتی در قالب فراگردهای کسب‌وکار، وحدت رویه در مراوده با قشرهای مختلف شهروندان، برقراری ارتباط با شهروندان از طریق خود سازمان‌های دولتی و با بهره­گیری از شبکه­های خط مشی جامعه یا از طریق اقدام مشترک با سازمان‌های بخش خصوصی مؤثر است و در نهایت، حکمرانی مسئولانۀ مبتنی بر فناوری اطلاعات در جهت نیل به الگوی اسلامی‌ـ‌ایرانی پیشرفت، با سازمان‌های دولتی همراه و هم­افزا با جامعه و مردم، با توجه به عملکرد واقعی در اجرای وظایف و پیامدهای این عملکرد برای شهروندان در نظام ارزشیابی و قضاوت دربارۀ عملکرد سازمان‌های دولتی، توجه کافی به مدیریت و نقش مدیران تا رهبران سیاسی، همگرایی مدیریتی و سامانۀ مدیریت و تحقق حاکمیت الکترونیکی در سطح بلوغ مشخص می‌شود.
